AGENDA
REPORT

DISCUSSION:
The Successor Agency previously held a contract with Vallier Design Associates (VDA) for the Miraflores Sustainable Greenbelt project, which expired in December 2016. Due to the contract expiring while the work was in progress, VDA’s services were continued under an on-call contract Public Works (PW) had with VDA. However, the PW contract inadvertently expired on June 30, 2023, while the project was still in progress. VDA merged with CSW/ Stuber-Stroeh Engineering Group, Inc (CSW/ST2) in 2022.
Therefore, on September 19, 2023, the City Council approved a sole-source contract with CSW/ST2 to provide additional landscape, architectural, engineering, and construction management services for the Miraflores Greenbelt project. The scope included the Japanese American Confinement Sites Grant interpretative program, also partially funded by a Richmond Rotary centennial grant, as well as the preparation of the construction plans and Bid documents for the relocation and rehabilitation of the Sakai and Oishi historic structures proposed within the Greenbelt area and Miraflores project site.
An amendment to the scope is needed to incorporate additional tasks, including updating the previous construction plans to align with the current 2022 California Building Code, engaging a fire sprinkler subconsultant, designing the foundation, and developing restoration plans for the water tank and pump house. Additionally, funds are to be added to complete the multi-year (five-year) monitoring obligations required as part of the permits for the restoration of Baxter Creek at the site.
This work would be funded from the proceeds generated by the sale of the Miraflores project site, along with a National Park Service Japanese American Confinement Sites (JACS) grant aimed to tell the story of the Japanese families that once occupied the site but were sent to internment camps during World War II.
The JACS Grant and Interpretative Panels project anticipated schedule is:
January 2024 Prepare and present draft interpretive panel designs with stakeholders
Submit site work drawings to City of Richmond
for permitting
February- March 2024 Update and finalize interpretive panel content and design
Respond to permit department comments on site
work drawings and prepare resubmittal and bid
set for frames and site work
March - May 2024 Bid and award site work and sign frame fabrication and installation
Send interpretive signage graphics/art to KVO for
sign panel production
June - August 2024 Installation of site work, sign frames and interpretive panels
February 6, 2024
In regard to the Historic Structures Relocation and Rehabilitation project, below is the anticipated schedule for the work:
April 2024 Permit package submittal for former Oishi and Sakai Homes May 2024 Prepare costs estimate for Rehabilitation June Preparing Construction Bid Documents Summer Project Bidding/Contractor Selection Fall Begin Rehabilitation Work
As part of the Baxter Creek restoration work, the City is responsible for annual monitoring and reporting for 10 years, until 2029. The contract includes resources to complete this required monitoring and reporting.
