Dear City Clerk,
Can you please confirm receipt of this revised email and include the below public comment, email & attachments as part of the public comments for tonight’s City Council meeting regarding Agenda Item Y.1? Thank you,
Leisa
************************************************************************************************** Dear Richmond Taxpayers, Residents and Business Owners:

People deserve a fair wage and these are intended to be part-time jobs.

Per the compensation tables of comparable cities based on population in the Bay Area and Contra Costa County:

Richmond currently has the 2nd highest compensated mayor, second only to Berkeley.

Richmond councilmembers are currently compensated better than most of those other cities, and with this proposed raise would be second only to Berkeley, and possible Sunnyvale.

Ask yourselves if they have demonstrated the leadership and policies that warrant such an increase.

What have they done for you?
Have they put the residents and businesses first versus enacting their own ideological agenda? Here are just a few of the things that the RPA majority council has done in the past few years that impact Richmond residents, businesses and taxpayers:

Voted to give one councilmember and her domestic partner over $10.7M in taxpayer dollars in violation of the law and intentionally ignoring this serious conflict of interest.

Defunded the police, not once but twice, decimating their morale, work force and a nationally acclaimed community policing model, and endangering you in the process.

Denied the redistricting map that the neighborhood councils collaboratively developed and supported to provide both a Black and Brown majority district (>50%) and reunite neighborhoods & commercial corridors and passed a gerrymandered map that they hope will favor their re-election while intentionally denying Blacks a majority voting district.

Redlined the public's safety by diverting the vast majority of the street safety budget to their own districts 5 and 6, east of I-80, to support Gayle and Claudia’s re-election campaigns this year. Yet, the people west of I-80 and in the flatlands have been begging and petitioning for help for years, and have higher rates of accidents, injuries and fatalities as well as sideshows & donuts; Drafted and supported Measure U, the most draconian business tax measure in the entire state of California (and nation); This means Richmond can’t effectively recruit new businesses and developers, and is losing more and more small and mid-size businesses, taking critically needed jobs and revenue with them.

They are using revenue from this unfair and unjust measure to fund their proposed 80% salary raises while making it more & more difficult and expensive for businesses to operate and survive in Richmond. This negatively impacts owners and their employees from putting food on their own tables and paying their bills.

Continued to pass highly divisive policies, including the Palestinian resolution, making some people feel unsafe in their own city and home.

Enacted Covid policies that were uniquely unfair and unjust to housing providers.

Drafted and supported Measure P, which allows for only a 3% or 60% of CPI rent increase, punishing providers that kept rents low.

Ironically, they are pushing for a 5% annual increase for themselves, totaling an 80% increase in their base salary.

The RPA has only ~ 20-30 members and they meet two or more times a week to read the agenda packet, draft the RPA councilmembers talking points, and text them throughout city council meetings with things to say.

So who is doing the actual work for the RPA councilmembers? Best,
Leisa

Cc: Shasa Curl <[email protected]>, Cesar Zepeda <[email protected]> Good morning, Shannon —
I am hoping that at tonight’s City Council meeting, you can provide some much needed clarity to your agenda item Y.1 on the proposed increases to the Mayor’s and City Councilmembers salaries.

1. Can you please clarify for Richmond taxpayers the entire cost in 2024 (mayor only) and 2025 when the 6 councilmembers will be included in this proposed increase?
Before benefits, the proposal indicates that:

The Mayor’s annual salary will go from $46,500 to $83,700 = $37,200 increase (80% raise).

If you include the $350 monthly allowance, the Mayor currently gets an additional $4,200 annually for a combined $50,700, again before benefits.

A Councilmember’s annual salary will go from $16,830 to $30,294 annually = $13,464 increase (80% raise).

If you include the $300 monthly allowance, each Councilmember currently gets an additional $3,600 annually for a combined $20,430, again before benefits.

With 6 councilmembers, that’s a minimum additional fiscal impact of $80,784 to the General Fund starting in 2025, and more if there is also a proposed increase to their monthly allowance.

Total annual fiscal increase for all 7 salaries, without taking into account monthly allowances or benefits, will be $117,984.

2. Per the compensation tables provided of comparable cities based on population in the Bay Area and Contra Costa County (both attached here), they explicitly state “compensation”, yet the rest of the agenda report clearly focuses on the Mayor’s and Councilmembers' “salaries”.

As you know, salary and total compensation (including benefits) are two very different things.

Thus, it is unclear if you are actually comparing salary vs. compensation (typically includes benefits) in the tables provided.

This is an important distinction if the public and taxpayers are to truly understand the compensation tables provided and the true General Fund fiscal impact, which should clearly articulate total pay: salary + monthly allowance + benefits.

3. Per Senate Bill No. 329, CHAPTER 27, An act to amend Section 36516 of the Government Code, relating to local government [Approved by Governor June 29, 2023. Filed with Secretary of State June 29, 2023] 36516. (a)
(1) A city council may enact an ordinance providing that each member of the city council shall receive a salary based on the population of the city as set forth in paragraph (2).
(2) The salaries approved by ordinance under paragraph (1) shall be as follows:(D) In cities over 75,000 up to and including 150,000 in population, up to and including one thousand nine hundred dollars ($1,900) per month.

Key questions that I hope you will address for the public this evening:

1. Why does the agenda report state that the fiscal impact is only $50,464?

2. Will there be an increase in their monthly allowance?

3. What is their total compensation including monthly allowance + benefits?

4. Are you fairly comparing “salaries” in your “compensation tables”?

5. How can the City propose to pay them more than $1,900/month based on Senate Bill 329? Thank you.

Warm regards,
Leisa

I am a homeowner in Richmond. I think that council and mayoral compensation should be comparable to comparable cities, such as Concord, Antioch, Vallejo, Vacaville, or Walnut Creek.

The proposed 80% increase is too high considering the current state of Richmond.

To whom it may concern,
My name is Samuel Lewis, a resident of Heritage Park at Hilltop in Richmond, Ca. I fully support a raise for the City Counsel, Mayor, Vice Mayor and Staff. I feel that a salary freeze of 17 years is unreasonable and detrimental in keeping a well functioning City Government.

Respectively .

Samuel Lewis.
