DISCUSSION:

The 1322 and 1325 Canal Blvd. is a building within the Point Potrero Marine Terminal.

It was constructed as part of Shipyard Number 3 during World War II to support the construction of Liberty and Victory Ships. In 2014, the Port completed the building’s renovation for use as its office and the remaining area was offered for rent. The AGENDA

building’s exterior walls are composed of painted metal siding to remain consistent with historical preservation standards.

Due to the building’s location near the San Francisco Bay with a high salt presence in the air, the siding begins to corrode if not painted every 8 to 10 years. Currently, corrosion exists on the metal siding and windows. In addition, several of the metal letters on the building’s façade were damaged during last year’s storms. The Port seeks a vendor to remove corrosion, paint the building’s exterior, and replace seven damaged letters.

In November 2023, the Port advertised the project for public bid through the City’s Bids Online system. On December 5th, the Port held a pre-bid conference where 13 prospective bidders attended. On December 21, 2023, the Port received five proposals from the contractors listed below.

Contractor’s Name Location Bid Value
Primal Paint, Inc San Jose $164,000
Polychrome Construction Northridge $161,800
D&H Painting Rancho Cordova $150,998
Aidens Quality Painting Santa Clara $124,522
Fresh Start Painting Millbrae $107,500

Upon the staff’s review of the proposals, the lowest, responsive, and responsible bidder is Fresh Start Painting with a bid value of $107,500. Port staff seeks to award a construction agreement to Fresh Start Painting for a term ending June 30, 2024.

Once work commences, the project is expected to be completed within a timeframe of up to three months.

ENVIRONMENTAL REVIEW:

As this is repair work, the project is exempt from the California Environmental Quality Act.
