DISCUSSION:
On August 1, 2022, the East Bay Regional Planning Unit (East Bay RPU) submitted a grant application for the Prison-to-Employment 2.0 Regional Partnership grant released by the California Workforce Development Board. The East Bay Regional Planning Unit is comprised of four local workforce development boards: Alameda County, Contra Costa County, Oakland, and Richmond. The fiscal agent for the grant is the Alameda County Workforce Development Board.
The Prison-to-Employment 2.0 grant is the second iteration of the state’s Prison-to- Employment Initiative. The East Bay RPU received funds under the Prison-to- Employment Regional Planning Initiative, and the City of Richmond was one of the workforce boards to receive an allocation as a sub-grantee. The initiative implements a regional plan to serve formerly incarcerated and other justice-involved individuals in the East Bay. The East Bay RPU was awarded $639,758, and as a sub-grantee, the City of Richmond will receive $81,934.17 (Attachment 1). The determination of allocation was based on the local workforce area population.
Employment and Training will use funds for pre- and post-release training and support for justice-involved job seekers in obtaining their Class A truck driving license.
