DISCUSSION:

The Richmond Police Department consistently requires a diverse array of vehicles for undercover operations. Given the inherent risks involved, maintaining anonymity regarding the operators or owners of these vehicles is critical for officer safety. To uphold this anonymity, we prioritize the availability of a wide variety of vehicles, spanning different makes, brands, and models. It's imperative that these vehicles are not only mechanically sound and reliable but also easily exchangeable with little to no notice to meet the dynamic needs of undercover work.

The State of California establishes multiple award contracts (CMAS) for products and services based on an existing Federal GSA multiple award schedule. The State of California Department of General Services has established a standard agreement with Enterprise Holdings Incorporated for car rental (Rent-a-Car) services. The standard agreement includes unlimited mileage and vehicle exchange, no cost maintenance/ service, and a $300,000 no-fault insurance policy. Enterprise Holdings Incorporated agrees to offer the rates and terms of the State contract to approved local agencies.

On October 19, 2021, the City Council approved the Richmond Police Department to participate in this program with two additional one-year renewal options. Pursuant to the City of Richmond Piggyback Procurement Policy, the Purchasing Manager has reviewed the CMAS contract and has determined that utilizing the CMAS contract is in the City’s best interest.
