DISCUSSION:

WATER RESOURCE DIVISION MANAGER CLASSIFICATION

The Human Resources Department was tasked with transitioning long-term employees in the Project Manager series from a limited-term assignment to full-time classification.

To achieve this, a formal desk audit was conducted on employees in this classification to determine the best classification for the duties that were being performed. As a result of the audit, it was concluded that the Project Manager in the Wastewater Division's job title did not accurately reflect the duties being performed, and therefore, the employee should be retitled to a position that better suits their needs. Therefore, the classification of Water Resource Division Manager was created to accurately reflect the complex duties being performed by the incumbent. The fiscal impact will be determined once the position is filled, and the incumbent is retitled. This classification will be represented by IFPTE Local 21 – Executive Management Unit.

Human Resources is requesting an amendment to the salary schedule to add the newly established classification of Water Resource Division Manager and adopt the salary range and allocate wages, salaries, and benefits costs as required.

CITY MANAGER’S SALARY

City Council adopted the City Manager’s contract on February 20, 2024. The City Manager’s new contract provides the following salary increases:

Effective Date Percentage Amount New Monthly Salary
10-1-2023 5% $27,361.26
1-1-2024 5% or CPI whichever is higher. (The City
Manager received 4% on 1/1/24 and will
receive an additional 1%).
$28,729.32

Human Resources is requesting an amendment to the salary schedule to add the salary range increase for the City Manager effective October 1, 2023, and January 1,2024.

FISCAL IMPACT:

There is a fiscal impact to retitle the Project Manager I to the new range for Water Resource Division Manager in the amount of ~$34,314.72 for the remainder of Fiscal Year 2023-24. The actual fiscal impact will be determined once the position is filled.

There will be no fiscal impact for amending the salary schedule to revise the City Manager’s salary range for October 1, 2023, and January 1, 2024.
