DISCUSSION:
The Fire Department is currently facing a temporary staffing shortage. The Fire Engineer exam is underway, and it is expected to be concluded by mid-March 2024. To address the short-term staffing issue, the City of Richmond and the International Association of Firefighters Local 188 Bargaining Unit (Local 188) have agreed to allow Richmond Fire Department Captains to work overtime in the lower rank of Fire Engineer.
This agreement has been discussed and mutually agreed upon by both parties during the meet and confer process. A side letter has been drafted to describe the process, and it will expire six months from the date of signing unless both parties agree to extend it.
RECOMMENDED ACTION:
It is recommended that City Council adopt the resolution approving the side letter to the Memorandum of Understanding between the City of Richmond and International Association of Firefighters Local 188 Bargaining Unit (Local 188).
