AGENDA REPORT
February 20, 2024
DISCUSSION:
On December 5, 2023, the City Council approved a $279,890 contract with Housing Consortium of the East Bay (HCEB) to provide Case Management and Client Care Services for the Castro Encampment Resolution Project. City staff is seeking City Council approval of a Contract Amendment No. 1 to add two additional case managers and two housing navigators to assist former Castro encampment residents to secure permanent housing by June 30, 2024.
Summary of Castro Encampment Resolution Project (CERP)
The Castro Encampment Resolution Project (CERP) encompasses a two-year plan to deliver an array of supportive services to individuals currently living in the 2.66-acre vehicle encampment near Castro and Hensley Streets. The first phase was to transition all residents from the Castro encampment by June 30, 2023, into emergency, transitional, or permanent housing. All residents were transitioned out of the encampment by June 30, 2023, into temporary, transitional, and/or temporary housing based on their individual needs and willingness to accept housing options offered. The CERP has about 23 residents that have not secured permanent housing, so additional attention is needed for this group while also providing case management services to those with housing who are still working to be self-sustaining. Ideally, each case manager should have no more than 15-20 people on their caseload. Currently, each case manager has almost 35 people.
The proposed contract amendment would increase the case managers from two to four and add two new housing navigators. City staff is noticing that additional case managers are needed to adequately support Castro residents to ensure they can become self-sustaining.
Summary of Competitive Bidding Process
HCEB was selected via a competitive bidding process beginning with a Request for Proposals (RFP) via BidsOnline. The RFP was sent to 503 potential vendors and the RFP was downloaded by 21 prospective bidders. Four vendors submitted proposals.
HCEB was the most qualified respondent to perform the services for the Case Management and Client Care Liaison Services for the Castro Encampment Resolution Project.
City staff recommends approving the proposed Contract Amendment No. 1 to the contract with HCEB to add additional case managers and two housing navigators for a total not-to-exceed contract amount of $451,890, for a term through June 30, 2024, to be funded using the City’s Castro Encampment Resolution Funding Round 1. These additional services are needed to ensure case management services are readily available for former Castro Encampment residents to retain housing and connect to services to ensure wellness, wellbeing, and becoming self-sustainable.
