DISCUSSION:
FINANCE DEPARTMENT
The Finance Department requests the reallocation of one (1) Senior Accountant to one (1) Finance Manager II to position control.
Finance Manager
Adding a Finance Manager II to the Finance Department is crucial for optimizing organizational efficiency and financial health. This position, which will be in the Finance Department, but will oversee finances for the Port, Housing Authority, and Public Works Department, will ensure streamlined and cohesive processes and alignment with the City's short- and long-term goals and priorities for these departments. The duties of this position include oversight of critical functions such as strategic planning, budgeting, forecasting, contract and invoice processing/payment, and fiscal reporting. In addition, the Finance Manager II position will create a promotional opportunity, allowing for growth within the department.
HUMAN RESOURCES DEPARTMENT
The Human Resources Department requests the reallocation of one (1) Human Resources Technician to one (1) Office Assistant to position control.
Office Assistant
The Human Resources Department will benefit significantly from the addition of an Office Assistant position. This new role will be responsible for assisting with day-to-day front office operations, clerical duties, and organizing important paperwork. By taking care of these administrative tasks, our Human Resources professionals will have more time to focus on recruitment, training, and improving workplace culture. Furthermore, this position will provide a promotional opportunity to a previous Richmond Promise Scholar working in our Human Resources department for over a year.
COMMUNITY DEVELOPMENT – PLANNING DEPARTMENT
The Community Development Department requests the addition of one (1) Senior Planner.

FISCAL IMPACT:
There is a fiscal impact for reallocating the Senior Accountant to Finance Manager II.
There are net savings from reallocating the Human Resources Technician to an office assistant. There is no fiscal impact on the General Fund for the addition of the Senior Planner as it will be funded through cost recovery.
The City Council must approve the budget appropriation for the difference between positions. Below is a table that illustrates the fiscal impact based on three months of salary to allow time for recruitment and onboarding. Below is an estimate, and the actual salary and benefits costs will be determined once the positions are filled.
