DISCUSSION:

The City of Richmond currently has more than one dozen police cars that need to be outfitted with emergency equipment to be assigned to personnel for deployment. More police cars are expected to be ready for similar services in the coming months.

In July 2019, the County of Placer published a Request for Bids for Emergency Response Vehicle Equipment and Installation Services. Stommel, Inc., (LEHR) was awarded the original contract for services, and on July 25, 2023, a one-year extension, effective October 1, 2023, was approved by the Placer County Boad of Supervisors.

The Fleet Maintenance Division is proposing to use the Placer County’s competitive bidding because the majority of specifications requested are identical to that of Richmond’s.

This contract is in compliance with the Richmond Municipal Code Section 2.52.330 Piggyback procurement which allows for a “piggyback” purchase using another agency’s purchase contract if it is in the best interest of the City of Richmond

The City of Richmond has worked with Stommel, Inc, (LEHR) for many years and has been completely satisfied with their work. There is no qualified City of Richmond vendor that can provide this service.
