AGENDA
REPORT
April 16, 2024
DISCUSSION:
In 2022, the City of Richmond established a pool of temporary agencies that are utilized during critical staffing shortages or for special projects such as Measure U implementation. The City established contracts with TemPositions and AppleOne to provide these services, in an amount not to exceed $100,000 per contract.
The City has used temporary agencies over the past two years to support departments with critical positions when employees are out on extended medical leave or to provide temporary support during the recruitment process. The City believes that utilizing the services of temporary employment agencies is in its best interest to keep the flow of its services uninterrupted. We have seen that temporary agencies can quickly fill immediate needs because they have a ready pool of candidates interested in temporary employment and are not actively job searching. Moreover, the candidates have already been thoroughly vetted and screened, saving the City considerable time, money, and effort, and allowing expedited staff placement.
The Human Resources Department is requesting approval to increase the payment limit and extend the term of each contract to continue to have temporary employment services available to cover critical positions.
RECOMMENDATION:
Approve the first contract amendments with both TemPositions and AppleOne to increase the payment limit by $100,000 per contract, for a total amount not to exceed $200,000 per contract, and extending the term of both agreements through June 30, 2025.
