DISCUSSION:

On March 13, 2024, the City issued a public invitation for bids for the As-Needed Concrete Contractors for the Americans with Disabilities Act (ADA) Miscellaneous Sidewalk Rehab Program via BidsOnline. The bidding process concluded on March 28, 2024, attracting one (1) submission. After careful evaluation, City staff have identified Calico California Constructores Inc., proposing to award a contract valued at $1,500,000. The contractor was selected based on their bid being responsive to the project’s requirements and responsible in their execution capabilities. The contract is set to conclude on December 31, 2025, with the option for a one-year extension.

The scope of work, to be conducted across various neighborhoods within the City of Richmond’s right of way, encompasses a range of tasks. These include repairs to concrete sidewalks, driveway aprons, flares, curbs, gutters, and ADA curb ramps, alongside other miscellaneous concrete works and related incidental activities necessary for ADA compliance and adherence to City standards.

To support this initiative, funds from the General Capital Fund will be utilized.

Additionally, this program will also require reallocating $461,717 from the American Rescue Plan Act (ARPA) to bolster the sidewalk rehab program’s resources.

Construction activities under this contract will be initiated based on Work Authorizations from City staff, with the expectation of ongoing work throughout the contract duration.

The contractor will outline detailed construction schedules following the issuance of Work Authorizations.

Accordingly, City staff recommends that the City Council: (1) AUTHORIZE the City Manager or their designee to finalize and execute an as-needed concrete contractor for sidewalk construction, ADA curb ramp, and miscellaneous concrete repair contract with Calico California Constructores Inc valued at $1,500,000 with an option to extend contract for one (1) year and add additional capacity in the amount of $500,000; and (2) APPROVE the transfer of ARPA funds totaling $461,717 from the street improvement
