DISCUSSION:
Lincoln Elementary School, situated in the heart of the Iron Triangle neighborhood, stands as one of two primary educational institutions in the area. Its proximity to key community thoroughfares such as the Richmond Greenway, Chanslor Avenue, 4th Street, and 6th Street, positions it centrally within vital safe routes to school. Despite the presence of crosswalks along Chanslor Avenue, frequented by numerous students and their guardians, there remains a substantial need for further pedestrian safety enhancements to safeguard the schoolchildren's journey.
Proposed improvements aim to enhance pedestrian safety by narrowing crossing distances on Chanslor Avenue through the installation of median refuges and curb extensions. Additionally, the introduction of a raised intersection at the junction of Chanslor Avenue and 4th Street is intended to prioritize pedestrian movement and moderate vehicular speed, further reinforcing the safety of this critical school route.
On September 17, 2017, the City Council endorsed a resolution to express local support, authorizing the submission of a funding application to the Metropolitan Transportation Commission (MTC), while committing to provide the requisite matching funds and ensuring the project's completion.
The Lincoln Elementary School Safe Route Improvement Project benefits from dual financial backing: a $497,000 construction grant from the One Bay Area Grant 2 (OBAG2) and a local contribution of $265,000 from the General Capital Funds allocated for both design and construction phases. This local contribution was affirmed by the City Council on October 24, 2023, during the approval of the FY 2022-23 Q4 Financial Report and Administrative Budget Adjustments, which included the allocation of additional resources for the successful execution of this project among others.
The City advertised the project through BidsOnline on October 23, 2023, and bids were opened on December 4, 2023. Unfortunately, there was a Disadvantaged Business Enterprise (DBE) calculation error that required the City of Richmoand to readvertise the construction bid. The plans and specifications were revised and re-advertised on
April 16, 2024
January 22, 2024. Bids were opened on February 20, 2024, and the City received five (5) bids with the following results:
Contractor Base Bid
APENA Construction* $275,933.30
Corcus Construction, Inc. $308,093.00
E.E. Gilbert Construction, Inc. $393,193.90
Mark Lee & Young Kay, Inc. $401,868.60
Krex Engineering, Inc. $448,420.00
*Note: Following a thorough review of the bids, the lowest bidder’s proposal was deemed incomplete due to not meeting the minimum requirements of the bid advertisement.
City staff determined that the apparent low bidder, Corcus Construction, Inc., was both responsive and responsible. The base bid was in the amount of $308,093. City staff recommends that items in the addition to the base bid items be added to the contract for an additional cost of $291,738. This brings the total recommended contract amount to $599,831. The total estimated cost of this project, if awarded to the low bidder, is as follows:
Construction Contract $599,831
Contingency @ 10% $67,000
Total Construction Cost $666,831
Design Support During Construction $10,200
Construction Management Cost (~10%) $59,983.10
Total Project Cost $737,014.10
Construction is scheduled to commence on June 3, 2024, and is anticipated to conclude by September 2, 2024. The project is expected to reach closeout by September 9, 2024.
City staff recommends the acceptance and appropriation of $497,000 from the One Bay Area Grant 2 (OBAG2) for the Lincoln Elementary School Safe Route to School Improvement Project CML-5137(055). Furthermore, it is recommended that the City Council authorize the City Manager or their designee to enter into a contract with Corcus Construction, Inc., for an amount of $599,831. It is also recommended to grant the Director of Public Works the authority to approve change orders as necessary, up to a contingency amount of $67,000.
