STATEMENT OF THE
ISSUE:
Approval by the City Council in open session is required to authorize a compensation adjustment for the City
Clerk.
RECOMMENDED ACTION:
APPROVE a five percent salary adjustment for the City
Clerk effective March 2, 2024, in accordance with the
IFPTE Local 21 Executive Management MOU Section
6.4.D – Human Resources Department (Sharrone
Taylor/Nickie Mastay 510-620-6602).

DISCUSSION:
On March 21, 2023, the City Council received a report about the City Clerk's achievements and future goals. The report also included instructions for conducting a comprehensive annual evaluation of the City Clerk. However, since the City Clerk's anniversary date has passed and she did not receive her evaluation within sixty days of her anniversary date, the IFPTE Local 21 Memorandum of Understanding Section 6.4.D states that she must be granted an automatic five percent (5%) increase.
As a result, City staff are requesting approval from the City Council for the City Clerk's annual salary adjustment. The compensation adjustment will be retroactive to March 2, 2024, and will increase the City Clerk's base salary from $188,766 annually to $198,214.88 annually, which is a five percent increase. This adjustment is within the currently approved salary range for the position of City Clerk.
The City Clerk's total compensation, including base salary and dollar-cost benefits, is approximately $276,053 annually.
