STATEMENT OF THE
ISSUE:
The City has been awarded grant funding from the
Caltrans Clean CA Grant Program to implement
beautification and safety improvements to the Yellow
Brick Road project. The scope under the grant includes
additional street lighting. City staff is requesting approval to award a construction contract for the Yellow Brick
Road Supplemental Street Lighting Project to Nema
Construction.
RECOMMENDED ACTION:

Capital Fund from the Yellow Brick Road Project (29113) to the Yellow Brick Road – Clean, Green and Beautiful
Project (23032) in the amount of $30,000; and
AUTHORIZE the City Manager or their designee to
execute a construction contract in accordance with the
approved plans and specifications with NEMA
Construction for the Yellow Brick Road Supplemental
Street Lighting Project in an amount not to exceed
$1,141,470, which includes $1,017,200 for the Base Bid
plus $20,500 for Additive Bid Alternative Item A-1, and a contingency amount of $104,000; and AUTHORIZE the
Director of Public Works to approve change orders, if

5478/ Robert Armijo 510-620-5477/ Wendy Wellbrock

DISCUSSION:
The Yellow Brick Road project is a community led effort to designate and implement safe walking and bicycling routes for Iron Triangle Neighborhood residents to increase walking and bicycling modes of transportation to and from places of interest including schools, parks, downtown Richmond (including health care facilities, shopping destinations, Post Office, etc.), the Richmond multimodal station, the Richmond Greenway, and the Bay Trail.
Since 2015, the City has partnered with Pogo Park, a local non-profit that hires, trains, and provides opportunities to Iron Triangle Neighborhood residents, to secure grants to design, build, and implement the Yellow Brick Road project. The first phase of the project included pedestrian safety improvements, bicycle improvements, traffic safety improvements, enhancing landscaping, increasing the tree canopy, plant and tree establishment and maintenance. Grant funds for this phase include federal Active Transportation Program (ATP) grant funds, local Environmental and Community Investment Agreement (ECIA) funds, as well as state Urban Greening Program funds.
This phase of the project is nearing completion and is anticipated to be completed in June 2024.
May 21, 2024
In January 2022, the City, in partnership with Pogo Park, submitted a grant application to the California Department of Transportation Clean California (Caltrans Clean CA) grant, for Greening the Yellow Brick Road- Clean Green and Beautiful project. In May 2022, the City was notified of the grant award. The scope under this grant includes various clean, safety, and beautification elements of the Yellow Brick Road project, including lighting, public art for existing calming circles, entry markers, pedestal route markers with sculpture, decorative treatment on raised intersections and bricks stenciled on the Yellow Brick Road route, signage, dog waste stations, benches and waste receptacles, additional landscaping, tree planting, and tree establishment and maintenance. The City entered into a sole-source contract with Pogo Park to lead and manage the efforts to plan and implement the Greening the Yellow Brick Road – Clean Green and Beautiful project with the exception of the street lighting scope.
The Yellow Brick Road Supplemental Street Lighting Project (Project) includes the installation of an additional 92 pedestrian streetlights on 8th Street between Ohio Avenue and Pennsylvania Avenue.
The City advertised the Project for bids on March 18, 2024, and bids were opened on April 4, 2024, with the following results:
Contractor Base Bid
NEMA Construction $1,017,200.00
Columbia Electric, Inc. $1,346,311.60
Ray’s Electric $1,515,464.00
Tennyson Electric, LLC $1,549,075.00
St. Francis Electric $1,761,113.00
City staff reviewed the bid for the apparent low bidder, NEMA Construction, and determined the bid is responsive and responsible. As part of the services needed to implement the Project, Public Works staff is recommending that the City Council award the construction contract to NEMA Construction for the Yellow Brick Road Supplemental Street Lighting Project to in an amount not to exceed $1,141,470, which includes $1,017,200 for the Base Bid plus $20,500 for Additive Bid Alternative Item A-1 and a ten-percent (10%) contingency amount of $104,000; and authorize the public works director to approve change orders, if necessary, for up to the contingency amount of $104,000. There are not enough grant funds to cover the full 10 percent contingency amount. Therefore, City staff recommends a transfer of $30,000 from remaining General Capital Funds from the Yellow Brick Road Project (29113) to this Project. Any balance remaining at the completion of the Project will be returned to the General Fund or to another project.
ENVIRONMENTAL DOCUMENTATION
