DISCUSSION:

The Cutting Boulevard and Harbour Way South Bikeways Project, integral to the City's Ferry to Bridge to Greenway Complete Streets Plan, aims to significantly enhance urban mobility. Spanning 1.0 mile, the project introduces a 12-foot wide, two-way bikeway, separated from vehicle traffic by a 3-foot-wide safety buffer equipped with bollards and armadillos (small, rounded, semi-rigid traffic delineators). It also includes tailored approaches at two railroad crossings and a 0.35-mile Class I multi-use trail along sections of Cutting Blvd currently lacking sidewalks.

This initiative is supported by a diverse funding mix, including the State Active Transportation Program (ATP) Quick-Build Grant, Metropolitan Transportation Commission (MTC) funding, Transportation Development Act (TDA) Article 3 funds, the General Capital Fund, and the Senate Bill 1 Roadway Maintenance & Rehabilitation Act. This collaborative funding approach underscores the project's importance to the City's broader transportation and infrastructure strategy.

The project's progression faced a temporary halt in late November 2022 due to design modifications required to meet California Public Utility Commission (CPUC) and Burlington North Santa Fe (BNSF) review comments. These adjustments, along with additional unforeseen work beyond the initial contract, have necessitated an increase in the project budget.

City staff proposes extending the pavement treatment (i.e., a Slurry Seal) and revision to parking stalls initially planned for Cutting Boulevard and most of Harbour Way South (south of the Interstate 80 freeway) to include Hoffman Boulevard and a smaller segment of Harbour Way South. This extension is not part of the original project design but is deemed essential for improving road longevity and enhancing the experience for both bicyclists and motorists alike. W.R. Forde provided a cost estimate of the slurry seal as shown in Attachment 5 – Cost Estimate.

The additional work’s timeline is as follows: The Construction phase has already begun on April 22, 2024. Slurry seal is scheduled to be performed on May 15, 2024. Following this, a punch list evaluation and close out of the project will be carried out the week of June 3, 2024 to ensure all work meets City standards. Project closeout is anticipated by June 7, 2024.

City staff is recommending City Council approve a resolution for the second contract amendment to increase the contract for W.R. Forde Associates, Inc., in the amount of $104,099 increasing the total contract amount not to exceed $1,976,806.99; and authorize the Director of Public Works to approve construction change orders, if necessary, up to an amount of $74,000, to potentially increase the contract for a total not-to-exceed amount of $2,050,806.99.
