DISCUSSION:
In December 2021, the City was awarded grant funding from the State of California Department of Parks and Recreation Statewide Park Development and Community Revitalization Program (SPP) in the amount of $8,000,000, providing the City of Richmond funds to renovate Shields-Reid Park. Shields-Reid Park is a 5.17-acre park in the North Richmond neighborhood located at 1410 Kelsey Street, Richmond, CA 94801.
This public park project aims to improve health and wellness, safety, beauty, access to outdoor recreation, and to help catalyze community revitalization for a diversity of ages and abilities. The project includes final design, engineering, and construction of park improvements including: a stage, children’s play areas with integrated artwork, a fitness zone, community gathering areas including a shady grove of trees, bicycle pump track, a public restroom with amenities, perimeter fencing, and lighting. Sustainable design features include green infrastructure for stormwater management, energy efficient lighting, Bay-friendly landscaping, permeable paving, and the use of site furnishings and equipment that utilize recycled content. The park design features include high-quality materials and equipment for longevity/durability and low maintenance.
On March 4, 2024, City staff posted the bid documents (Attachment 3) on Planetbids.com and solicited bids for the Shields-Reid Park Improvement Project construction contractor. The deadline to submit the bids was April 3, 2024. The bids were received (Attachment 4) as follows:
Contractor Base Bid
Azul Works, Inc. $3,794,140.31
A&B Construction $3,993,000.00
S & H Construction $4,168,600.00
Buhler $4,175,656.00
Saboo $4,579,432.00
WR Forde $5,600,032.45
Based on the staff’s evaluation, Azul Works, Inc. is the lowest bidder. They have submitted all documents required by the bid document, and they are responsible. The bidder has the appropriate contractor’s license in active standing with the State of California and has completed similar projects.
As the bids came in within City’s budget, Public Works staff members are also recommending that alternates for Nature Play Area, Perimeter Fencing, and Grind, Overlay and Repaint/Restripe of existing basketball courts also be included in Azul Works, Inc. contract, for a total contract amount of $4,088,240.31.
City staff members are also requesting that City Council approve approximately 10 percent of the proposed contract amount (i.e., $410,000) as a construction contract contingency and authorize the Director of Public Works to approve supplemental work up to the contingency amount.

The approval of the contract with Azul Works will allow for the implementation of the Shields Reid Park Revitalization project, as described herein.
