Community Development is requesting authorization to
establish an on-call list of environmental and planning consulting services firms to expedite the contracting of these services when needed for specific city and private development projects. The on-call list would authorize

DISCUSSION:

On February 13, 2024, the City issued a Request for Qualifications (RFQ) for on -call Environmental and Planning Consulting Services. The RFQ was posted on the City’s BidsOnline System, and 991 vendors were notified (see BidsOnline Report in Attachment 2). Of the firms that were notified, 72 firms downloaded the RFQ, and 20 firms responded. The responses were reviewed by a panel consisting of staff from Community Development, City Manager’s Office, Richmond Housing Authority, and Public Works - Engineering. Twenty firms are recommended for the on-call list.

These firms are:

1 Acorn Environmental 11 Interwest Consulting Group
2 CSG Consultants, Inc. 12 LSA Associates
3 Douglas Herring &
Associates 13 M-Group
4 Dyett & Bhatia 14 MIG, Inc.
5 EMC Planning Group 15
Nichols Consulting Engineers,
Chtd.
6 Environmental Science
Associates 16 Opticos Design, Inc.
7 EPD Solutions 17 PlaceWorks
8 Fehr & Peers 18 Somos Group
9 FirstCarbon Solutions 19 Stantec Consulting Services Inc. 10 Good City Company 20 Terraphase Engineering Inc.

Qualifications were rated based on technical qualifications and experience, qualifications and experience of key personnel and sub-consultants, service/project approach and understanding, and fees. All firms responding to the RFQ were determined qualified to provide the proposed services. Some firms will only provide planning or environmental consulting services, and several firms will be on -call to provide services in both areas.

Each service contract will be for an amount not to exceed $1,000,000, over a three-year period, with two additional one-year options to extend for an additional $300,000 per extension year. Firms on the on-call list will be selected to perform specific project-

related work based on their project-related experience and availability. On-call service contracts will allow the City to provide necessary review and project evaluation services in an efficient and timely manner. These contracts will reduce staff costs and eliminate the three to four-month process required to select consultants on a project-by-project basis. No work is guaranteed to be provided by the City to any firm listed on the on-call list.
