DISCUSSION:

The Booker T. Anderson Community Center (Center) building was shut down in October 2020 due to a fire. During the closure, the fitness equipment in the facility was vandalized and/or stolen by unauthorized persons who entered the facility. Currently, the Center lacks functioning fitness equipment.

Staff contacted several fitness equipment vendors to inquire if the vandalized equipment at the Center could be salvaged. The vendors informed City staff that the equipment was dated and that getting parts to repair it would be challenging. Therefore, City staff were advised to replace the fitness equipment.

Staff solicited bids for purchasing and installing new fitness equipment through the City’s bids online system. Eighty-seven vendors were notified, and three vendors submitted a bid. The bids were rated by City staff using the below-mentioned criteria:

 The proposal/methodology and approach to the project (i.e. ability to provide services as outlined in the City’s request, demonstrated knowledge of work, etc.)  Experience demonstrated in providing fitness equipment services (i.e., references and past performance)
 Proposer qualification to complete the required work promptly  Cost of the proposal

SUMMARY OF BIDDING INFORMATION

VENDOR NAME AMOUNT RATING TEAM
SCORES
RANK
Gym Doctors $54,627.10 262 1
Opti-Fit (Fitness Solutions) $52,215.93 232 2
Pro-Tech Gym Service, Inc. $160,103 182 3

Upon careful review of the quotes, City staff recommends that the City Council award the bid to Gym Doctors to provide and install the fitness equipment at the Center. Gym Doctors proposed a better approach to the project scope, has more experience completing projects as requested in the bid package, and has excellent qualifications.

Gym Doctors previously worked with Community Services-Recreation in the maintenance of the fitness machines, and they have always been timely and professional in their service to the City of Richmond.
