STATEMENT OF THE
ISSUE:
The Fleet Maintenance Division is requesting City
Council approval of a Sole Source Contract with Bosco
Oil dba Valley Oil.
RECOMMENDED ACTION:
APPROVE a six-month sole-source contract with Bosco
Oil dba Valley Oil, beginning on July 1, 2024, and ending on December 31, 2024, in an amount not to exceed
$500,000 – Public Works Department (Daniel Chavarria

DISCUSSION:
On May 26, 2020, City Council approved a Standard Contract with Bosco Oil dba Valley Oil for bulk fuel delivery for a two-year term plus two (2) one-year extension options. A successful competitive bidding process could not be completed by June 30, 2024.
Valley Oil continues to be responsive and agreeable to emergency requests with prompt service. A new Request for Bids will be posted in the first quarter of the 2024-2025 fiscal year to conduct the competitive bid process to comply with the City Richmond’s Municipal Code five-year contract term limit.
In the interest of avoiding an interruption of service to City of Richmond operations, including the Fire and Police Departments, City staff recommends a six-month sole source contract for bulk fuel delivery with Bosco Oil dba Valley Oil Company, with a term beginning on July 1, 2024 and ending on December 31, 2024. The Finance Department has approved a sole source justification form.
