STATEMENT OF THE
ISSUE:

City staff hired a contractor to perform waterproofing and roof repairs at Fire Station 63.

RECOMMENDED ACTION:

APPROVE a contract with Pablo Restorations Roofing
and Waterproof to waterproof and perform spot repairs
on the roof of Fire Station 63, in an amount not to exceed $73,385.70, from May 22, 2024, to June 30, 2026 –
Public Works Department (Daniel Chavarria 510-620-
5478/Carl Capistrano 510-620-6896).

and did not solve the longer-term issue of water intrusion. During winter 2023-24, roof leaks continued to be a problem, indicating a more comprehensive approach to reducing water intrusion, as acoustic ceiling tiles were impacted. Resident fire personnel were impacted by the leaks on March 1, 2024, on an emergency basis, Public Works staff requested bids from three known contractors – Pablo Restoration Roofing and Waterproof, State Roofing System, and Best Roof Construction Co. – for repairs and waterproofing of the roof at Fire Station 63. During the mid-year budget adjustment process, Public Works staff also requested additional funding from the City Council to address leaky roofs at various city facilities, including Fire Station 63.

In response to the request for bids, the City received the following bids:
 Best Roofing & Construction (San Francisco) $91,000.00  Pablo Restoration Roofing and Waterproof (Richmond) $65,373.00  State Roofing Systems, Inc. (San Leandro) Disqualified $44,398.00

State Roofing Systems, Inc.'s bid did not meet the requirements of the bid, and it was disqualified.

City staff reviewed the remaining two bids and determined that Pablo Restoration Roofing and Waterproof (“Contractor”), a local Richmond Business Enterprise, provided the lowest responsive and responsible bid for waterproofing and repair of the roof at Fire Station 63. City staff asked Pablo Restoration to commence waterproofing activities based on the $65,373 bid and later identified an additional $8,012.70 in work that needed to be performed as part of the waterproofing job, for a total contract amount of $73,385.70.

City staff is requesting approval of a contract with Pablo Restoration Roofing and Waterproof for $73,385.70 for this work, including additional work the City identified after the Contractor commenced waterproofing activities. The work has been completed.

Attachment 1 includes the proposed contract. Since this work was performed on an emergency basis, the emergency justification form is included in Attachment 2. The Pablo Restoration bid is included in Attachment 3.
