DISCUSSION:

The State of California Department of Parks and Recreation has given the City of Richmond an $8 million grant to renovate Shields-Reid Park. The program supports the Newsom administration's "Outdoors for All" effort, which aims to provide access to parks and open space to all Californians, regardless of zip code or income level.

The competitive grant program attracted 468 submissions, totaling $2.42 billion in requests. 112 bids were funded from the $548.3 million available in the grant cycle, representing the state's single-largest commitment in improving park access in underprivileged communities.

Shields Reid Park is in the North Richmond area and covers 5.17 acres. Shields-Reid Park was chosen based on community priorities to improve safety, engage the park, and conserve cultural history. Over 200 North Richmond residents and stakeholders envisioned their ideal park at seven (7) in-person and online meetings in 2020.

This public park project aims to improve health and wellness, safety, beauty, and access to outdoor recreation, in addition to helping catalyze community revitalization for a diversity of ages and abilities. The project includes final design, engineering, and construction of park improvements including: a stage, children’s play areas with integrated artwork, a fitness zone, community gathering areas including a shady grove of trees, bicycle pump track, a public restroom with amenities, perimeter fencing, and lighting. Sustainable design features include green infrastructure for stormwater management, energy efficient lighting, Bay-friendly landscaping, permeable paving, and the use of site furnishings and equipment that utilize recycled content. The park design features include high quality materials and equipment for longevity/durability and low maintenance.

On October 18, 2022, the City Council approved a sole source contract (Attachment 2) with Macks Craic, Inc. dba Mack5 for providing project and construction management services for the park improvement project. Mack5’s construction management phase scope was for 12 months. With the bike pump track construction now happening during the construction of the park instead of before, the construction duration has extended to 15 months.

The original term of the contract commenced on November 1, 2022, and will terminate on December 31, 2025, with an original contract payment limit of $551,400.00. The State of California Department of Parks and Recreation grant covers the Project and
