STATEMENT OF THE
ISSUE:

The Marina Bay Parkway Force Main Relocation Project
is complete and ready for close-out. Additional funds are required to cover the costs of Change Order No. 1 and
Change Order No. 2, necessitating City Council approval to allocate and appropriate the necessary funds from the Wastewater Fund to ensure all financial obligations for the project are satisfied and project is successfully closed out.

RECOMMENDED ACTION: ADOPT a resolution to accept the Marina Bay Parkway Force Main Relocation Project as complete to enable the City to release the contractor’s bonds and retention
payment; and ALLOCATE and APPROPRIATE the
necessary funds from the Wastewater Fund in the
amount of $356,786 for the two change orders that were
necessary for addressing unforeseen project conditions – Public Works (Daniel Chavarria 510-620-5478 / Robert
Armijo 510-620-5477).

DISCUSSION:

On June 15, 2021, the City Council approved Resolution No. 71-21 authorizing the appropriation of funds from the Sanitary Sewer Developer Impact Fees and approving the Marina Bay Parkway Force Main Relocation Project within the Richmond Wastewater Collection System. The project scope included the replacement of two underground sanitary sewer lines: approximately 207 linear feet of open cut replacement of a 15" gravity sewer line, and approximately 267 linear feet of force main, as well as the installation of one new pressurized manhole. The goal of the project was to reduce sanitary sewer overflows and infiltration and inflow (I&I) to the Sewer Collection System which flows to the Wastewater Treatment Plant (WWTP).

During the project, unforeseen conditions necessitated two change orders. Change Order No. 1 addressed the replacement of a failed manhole at Jetty Drive discovered during construction. The existing manhole had no bottom, resulting in a continuous flow of groundwater entering the sanitary sewer collection system. This issue was promptly brought to the project team's attention, and the replacement was approved by both the City and the Design Engineer. The cost for Change Order No. 1 was $13,025 (includes markup).

Change Order No. 2 was issued to address additional sanitary sewer overflows (SSOs) occurring in the cul-de-sac at 27th Street, near the PG&E parking area, after the completion of the base contract work and Change Order No. 1. Three previously

unmapped gravity sewer laterals were identified upstream of the Force Main termination, necessitating further work to eliminate the potential for future SSOs. The proposed solution included the installation of 991 linear feet of new 8" PVC C-900 gravity sewer line, the addition of three new manholes, and the connection of the three identified laterals into the new sewer main. The cost for Change Order No. 2 was $343,761 (includes markup). The work was awarded to W.R. Forde Associates, Inc., who provided the lowest responsive bid.

Project costs are detailed as follows:

A. Construction Task Authorization Amount: $ 433,264.00 B. Approved Change Orders: $ 356,786.00
C. Design, Construction Management, Inspection,
Testing, & Project Management Charges
$ 58,383.00

Total Project Costs $ 848,433.00

It is now proposed that the City Council accept this project as complete and authorize the allocation of an additional $356,786 from the Wastewater Enterprise Fund to cover the costs associated with the approved change orders. This allocation will enable the final payments to be made to Veolia Water and close out the project financially.

The project has been completed within the scope, quality standards, and compliance requirements set forth by the City of Richmond and has significantly improved the functionality and environmental compliance of the wastewater treatment facility.
