AGENDA
REPORT
June 18, 2024
DISCUSSION:
The City received funding through the Encampment Resolution Project Round 2 (ERF- 2R) grant which assists local jurisdictions in ensuring the wellness and safety of people experiencing homelessness in encampments. As part of the grant, the City regularly assists individuals with housing and once a resident is housed, their vehicle(s), usually an older inoperable recreational vehicles (RV) or auto, needs to be towed to prevent new people from occupying the RV and/or having it ransacked.
Currently to schedule tows, City staff must work with the City’s parking enforcement to schedule a time for them to come to the various encampments to perform tows. Parking Enforcement then coordinates with the various tow companies for the removal using the rotation schedule. Depending on the tow companies’ capacity to remove and store oversized vehicles, this can often result in delayed tow efforts. Scheduling a City parking enforcement officer for a full day also takes away resources needed to address requests and complaints throughout the City regarding vehicles complaints.
Therefore, City staff is requesting City Council approval of the first contract amendment for an additional $50,000, for a total not-to-exceed contract amount of $100,000, to support the removal and disposal of relinquished RVs and/or other vehicles. The contract will be funded using ERF-2R grant funds provided to the City.
