DISCUSSION:

The City requires annual testing and inspections of its generators to ensure compliance with the Bay Area Air Quality Management District (BAAQMD), the Environmental Protection Agency (EPA), and the State of California and to ensure efficient operation in an emergency.

City staff posted a request for proposals (RFPs) to the City’s public bidding system, BidsOnLine, on October 3, 2023. Sixteen prospective bidders (attached) downloaded the information.

On October 30, 2023, Lorbel Inc. was the only responsive bidder. The bid was reviewed by Public Works staff members, and it was determined that Lorbel Inc. is extremely qualified for the services requested.

City staff members request City Council approval of a three-year standing contract with Lorbel Inc., with a total contract amount not exceeding $150,000, and two one-year options to renew for $40,000 per year.
