The roof at Fire Station 63 has an ongoing leak due to significantly exceeding its predicted service life. It is essential that the roof must be repaired to stop moisture intrusion to prevent further mold growth for the health and safety of our fire personnel that are house on this station.
Timely roof repair is crucial to maintain a secure and functional environment that enables swift and effective emergency responses.
Three roof contractors were contacted for a quote on the same scope of work. We chose locally owned Pablo Restorations Roofing and Waterproof due to all broken tiles will be replaced, along with 6 sheets of plywood if needed and the flat roof will be removed and replaced instead of applying a silicone coating over the flat roof as State Roofing quoted. Best Roof and Construction Co. showed up late and didn't stay long to get full detail of scope of work, quote was the highest. With the wet season persisting, it's vital that the roof is waterproof quickly as possible to provide Richmond Fire staff with a safe and healthy working environment.
Additionally, Fire Station 63 is the only Fire Station serving the far eastern section of the City of Richmond.
Waterproofing will extend the predicted useful life of the structure by many years.
Emergency Justification Forms must be signed by the Procurement Services Manager before submission to the City Manager or City Council.

EMERGENCY PROCUREMENT
Purpose and Background:
To provide a rapid method of procuring goods or services to prevent delays in work which may vitally affect the health, safety or welfare of citizens or employees.
Policy:
While the need for occasional emergency procurement is recognized, the practice shall be curtailed as much as possible by anticipating needs in time for the use of the regular procurement procedures.
Emergency procurements shall be authorized by the Procurement Services Division when they are in compliance with Municipal Code 2.52.334 as follows:
"...the City Manager may make or authorize others to make emergency procurements of supplies and services, when there exists a threat to public health, welfare, or safety; provided that such emergency procurements shall be made with such competition as is practicable under the circumstances. A written determination of the basis for the emergency and for the selection of the particular contractor shall be included in the contract file." In case of actual emergency departments may procure any supplies, materials or equipment required, provided that the immediate procurement is essential to prevent delays in the work of the using department which may affect the health, safety or welfare of citizens.
The head of the using department shall send the Procurement Services Manager a requisition, a copy of the quotation and/or delivery record, and a full written explanation of the circumstances of the emergency, which shall be filed by the Procurement Services Manager as a permanent and public record of the purchase.
An "emergency" is defined as a breakdown in machinery or equipment or the interruption of an essential service or any threat to public health, safety or welfare.
Procedure:
Emergency procurements are not valid for contrived urgencies resulting from a lack of planning and organization.
Emergency procurements will only be approved when requested by authorized employees. 02/03/04
The using department shall contact the Procurement Services Division, advise them of the emergency, and request a PO number.
If the emergency arises during a time when the Procurement Services Division is normally closed, the using department may proceed with the procurement without a PO number.
It becomes the responsibility of the using department to inform Procurement Services of the details of the transaction within twenty-four (24) hours or at the earliest possible time on the first normally scheduled work day following the emergency.
After receipt of the required material or service, the using department shall forward to Procurement Services:
• All quotation and/or delivery documents (from the vendors)) • The completed 'Emergency Justification' form with City Manager Signature Authorization (for purchases under $10,000) and with Council Signature Authorization (for purchases over $10,000) and the City Council resolution or copy of the minutes approving the specific emergency procurement. • Invoices must be mailed directly to Finance, Attn: Acct. Payable. • Upon final approval and signature, all original(s) must be returned to the Procurement Services Division
Any Purchase Order not accompanied by the required paperwork will be returned to the originating department, and will not be processed for payment until Procurement Services receives the complete package.

HS 3200 Series
High Solids, Low VOC Silicone Roof Coating
BASIC USES & DESCRIPTION:
HS 3200 Series Solvent-Free Silicone Roof Coating is a one-component, moisture curing silicone rubber roof coating system designed for use on existing smooth surface BUR, granulated cap sheet, well-adhered acrylic coating, concrete, metal, sprayed-in-place polyurethane foam and various single-ply membrane roofing.
The system provides long-term protection because it resists weathering, aging, oxidation, wind-driven sand, rain and snow, the effects of ozone, ultraviolet radiation and the temperature extremes typically found on roofs. With its high solids content and absence of hydrocarbon solvents, HS 3200 Series can be applied in excess of 40 mils in a single coat without blistering, while maintaining maximum adhesion. The HS 3200 Series Solvent Free Roof Coating is available in four standard colors, including:
White HS 3201
Tan HS 3202
Light Gray HS 3203
Dark Gray HS 3204
(Custom colors available upon request at an additional charge) This product may contribute towards a variety of LEED credit points.
COMPOSITION AND MATERIALS:
HS 3200 Series Silicone Roof Coating is a dispersion of silicone rubber. This coating is a one-part, ready-to-use material that can be applied easily to a dry, frost-free surface, and cures at normal temperature and humidity in 1 to 4 hours by reacting with moisture in the air. For applications with lower than normal temperature and humidity levels, expect the cure time to be longer.
STORAGE AND SHELF LIFE:
HS 3200 Series has a recommended shelf life of 24 months from date of manufacture when stored in unopened containers and between 40°f and 80°f. Refer to product packaging.
APPLICATION:
Surfaces to be coated with HS 3200 Series Coating must be properly prepared. All surfaces must be clean, dry and free of loose particles. The coating can be applied with standard airless spray equipment or applied by medium nap roller.
For small touch-up work, a brush may be used
SPRAY EQUIPMENT
Due to the high viscosity of the material, a high-pressure airless sprayer capable of producing a minimum of 3500 PSI at the spray gun head should be used. The pump should have a minimum of 3 gallons per minute output rate. Always use components rated for pump pressure. Hoses should be BUNA-N jacketed for prevention of moisture contamination.

16. Work area, as well as building surroundings, will be kept free from roofing debris on a daily basis.

Replacements of drop outlets and/or sump drains with new drains that have a permanent attachment to the existing drain line are recommended.
20. Drain lines, if existing, are not included in the work we are providing. We suggest that they be checked for clogs prior to the start of the project. If minor clogs exist we can clear. If unable to clear drain lines we suggest that you contact a Plumber to assure the drains are operable.

NOTICE to OWNER
Under the California Mechanic's Lien Law, any contractor, subcontractor, laborer, supplier or other person or entity who helps to improve your property, but is not paid for his or her work or supplies, has a right to place a lien on your home, land or property where the work was performed and to sue you in court to obtain payment.
This means that after a court hearing, your home, land and property could be sold by a court officer and the proceeds of the sale used to satisfy what you owe. This can happen even if you have paid your contractor in full if the contractor's subcontractors, laborers or suppliers remain To preserve their rights to file a claim or lien against your property, certain claimants such as subcontractors or material suppliers are each required to provide you with a document called a "Preliminary Notice." Contractors and laborers who contract with owners directly do not have to provide such notice since you are aware of their existence as an owner. A preliminary notice is not a lien against your property. Its purpose is to notify you of persons or entities that may have a right to file a lien against your property if they are not paid. In order to perfect their lien rights, a contractor, subcontractor, supplier or laborer must file a mechanic's lien with the county recorder which then becomes a recorded lien against your property. Generally, the maximum time allowed for filing a mechanic's lien against your property is 90 days after substantial completion of your project.
TO INSURE EXTRA PROTECTION FOR YOURSELF AND YOUR PROPERTY YOU MAY WISH TO TAKE ONE OR MORE OF THE FOLLOWING STEPS:
1. Require that your contractor supply you with a payment and performance bond (not a license bond), which provides that the bonding cost from 1 to 5 percent of the contract amount depending on the contractor's bonding ability. If a contractor cannot obtain such bonding, it may indicate his or her financial incapacity.
2. Require that payments be made directly to subcontractors and material suppliers through a joint control. Funding services may be available, for a fee, in your area which will establish voucher or other means of payment to your contractor. These services may also provide you with lien waivers and other forms of protection. Any joint control agreement should include the addendum approved by the registrar.
3. Issue joint checks for payment, made out to both your contractor and subcontractors or material suppliers involved in the project. The joint checks should be made payable to the persons or entities which send preliminary notices to you. Those persons or entities have indicated that they may have lien rights to your property; therefore you need to protect yourself. This will help to insure that all persons due payment are
4. Upon making payment on any completed phase of the project, and before making any further payments, require your contractor to provide you with unconditional "Waiver and Release" forms signed by each material supplier, subcontractor and laborer involved in that portion of the work for which payment was made. The statutory lien releases are set forth in exact language in Section 3262 of the Civil Code. Most stationary stores will sell the "Waiver and Release" forms if your contractor does not have them. The material suppliers, subcontractors and laborers that you obtain releases from are those persons or entities who have them. The material suppliers, subcontractors and laborers that you obtain releases from are those persons or entities who have filed preliminary notices with you. If you are not certain of the material suppliers, subcontractors and laborers working on your project, you may obtain a list from your contractor. On projects involving improvements to a single-family residence or a duplex owned by individuals, the persons signing these releases lose the right to file a mechanic's lien claim against your property. In other types of construction, this protection may still be important, but may not be as complete.
TO PROTECT YOURSELF UNDER THIS OPTION, YOU MUST BE CERTAIN THAT ALL MATERIAL SUPPLIERS, SUBCONTRACTORS AND LABORERS HAVE SIGNED THE "WAIVER AND RELEASE" FORM. If a mechanic's lien has been filed against your property, it can only be voluntarily released by a recorded "Release of Mechanic's Lien" signed by the person or entity that filed the mechanic's lien against your property unless the lawsuit to enforce the lien was not timely filed. You should not make any final payments until any and all liens are removed. You should consult an attorney if a lien is filed against your property.
