DISCUSSION:

Following a Request for Qualifications (RFQ) process for on-call consultants, the City Council approved on-call contracts with 10 firms to provide on-call plan check and inspection services on November 17, 2020. Subsequently, the City Council approved an on-call contract with 4Leaf, Inc. for $750,000 to provide on-call plan review and inspection services. A contract amendment for time was executed in 2023 (See Attachment 2). These types of on-call service contracts allow the city to provide the necessary plan check and inspection services in an efficient and timely manner, as well as augment staff to maintain the level of service for the department while experiencing vacancies.

The Department used on-call building inspection services in the past to meet increased demands and backfill during vacations and work restrictions. With the support of Human Resources, the Department has completed a meet and confer process with SEIU to discuss contracting of temporary contract staff for permit technician and code enforcement services. The additional funds would allow for the following position for approximately 6 months and additional contract capacity if hiring is delayed:
 One (1) full-time permit technician
 Two (2) code enforcement officers

Given staffing shortages, staff are requesting Council approval to add additional funding into the contract to allow for temporary contract services for permit technicians and code enforcement staff. The Community Development Department is requesting approval of Amendment No. 2 with 4Leaf, Inc. to increase the contract amount by $1,000,000, for a total contract amount of $1,750,000, for on-call Plan Check, inspection, and code enforcement services (See Attachment 2).
