(5) PCO 018: There is an existing wooden shack at the Plant that contains critical effluent equipment. However, the structure is very old, worn out due to the age of the structure and needs to be replaced. The shack is also in the way of the activities related to the removal of the knife gate valve (referenced above). Since it is in poor condition and cannot be rehabilitated, Veolia and Carollo evaluated and determined that the shack should be replaced. Therefore, a new metal canopy needs to be purchased (see attached rendering). The critical equipment then needs to be removed and set aside safely. Once the old structure is demolished and the new structure is in place, the equipment needs to be reinstalled into the new structure. All of this activity must be performed without shutting down the analyzers, for maintaining permit compliance. This PCO also includes costs associated with lead paint mitigation of the existing confluence structure above ground piping (see attached for details). The cost of these confluence structural changes is $141,642.51. (6) PCO 019: Design Clarification #7 (DC 007) directed the Contractor to modify the location and brand of the discharge flowmeters on both the SBS and Sodium Hypochlorite (SHC) systems and also add air relief valves and fittings to the proposed skids. These modifications will ensure good, reliable and safe operations. The modifications have resulted in extra work cost of $17,439.83.
(7) PCO 20 (credit): For the contract specified high performance coatings submittal, the Contractor found a designer approved equivalent to the specified coating system through Redwood Painting. The associated savings from the original bid amount is a minor credit to the City of (-$1,461.10).
Veolia has reviewed all of these proposals and agrees with the cost and schedule impacts put forth. Therefore, this TA requests an additional $213,489.12 in change order work (including Veolia's 9% mark up) for a total authorization amount of $5,983,011.17. This amount is within the City Council authority amount of $6,429,791, per Resolution 97-21 (attached).

(4) PCO 024 - Chemical deliveries are critical to the Plant's treatment process. As a result of the new SBS facility being built, the access roads were impacted in a way that the delivery trucks were hampered from safely delivering the chemicals. In order to remedy the situation and provide sufficient room for the trucks to maneuver, Veolia asked Carollo to issue a design clarification. Per DC 009 and supplemental RFI 059 response, Carollo provided information and details to fashion a new access road between the new SBS Containment Area and the west side of the Sodium Hypochlorite (SHC) tank farm for safe chemical unloading. The proposed cost is $160,938.14 (see attached). Veolia has reviewed this proposal and determined it is reasonable. (5) PCO 025 – In order to monitor and record the water level in the confluence structure, Veolia and West County requested Carollo to issue a design clarification specifying the procurement and installation of a level sensor. The cost to procure, install and commission the new level sensor is $47,289.40. Additionally, the Contractor is requesting an 84-day time extension for the fabrication of the new level sensor. (6) PCO 027 - During the contract work in the disinfection building, a technical instrumentation problem was discovered between existing SHC storage tank control panel and the new SHC PLC. Per RFI 056, SCADA Subcontractor Calcon Systems updated the loop drawings for the remote tank I/O panel and the SHC panel drawings with an updated disinfection building network drawing, resulting in an updated overall site network drawing. Carollo responded to RFI 056 with information to install additional conduits and wiring in the disinfection building. This also resulted in the Contractor providing additional coring for Mike Brown Electric in the SHC Disinfection Room. $6,924.82.
Veolia has reviewed all of these requested changes and agrees with the cost and schedule impacts put forth. Therefore, this TA requests an 18-day time extension and an additional $259,888.04 in change order work (including Veolia's 9% markup) for a total authorization amount of $6,325,797.47. This amount is within the City Council authority amount of $6,429,791, per Resolution 97-21 (attached).
