The Dornan Drive Force Main Replacement Project replaces the existing 6-inch Dornan Drive sewer force main that starts at the Ferry Point Sewer Pump Station (located at Dornan Drive & Brickyard Cove Road), runs north along the east side of Dornan Drive to the south face of the Point Richmond Tunnel (an approximate length of 4,600 lineal feet) where it connects and combines with the Keller Beach sanitary sewer force main. At that point, it transitions into an 8-inch gravity sanitary sewer pipe that goes through the Point Richmond Tunnel and continues north along S. Garrard Boulevard.

The existing 6-inch Dornan Drive Sanitary Sewer Force Main Pipe was installed in 1925 and has reached the end of its useful life. In general, the project consists of providing and installing 6-inch HDPE Pipe and fittings, valving, concrete thrust blocks, capping and plugging the existing 6-foot force main, reconnecting existing sewer laterals, access manholes, trenching bedding, material, backfill, aggregate base, asphalt concrete pavement, sidewalk, curb and gutter replacement and all other work items as detailed in the Drawings and Specifications prepared by engineering firm NCE (Nichols Consulting Engineers).

If any unforeseen or additional work arises related to these sewer system improvements, the City has authorized that work to be completed depending on available funding authority within this Task Authorization (TA).

On June 9, 2023, Veolia Water issued the Invitation to Bid. A mandatory, pre-bid meeting was held on June 13, 2023, and was attended by six (6) contractors. On July 6, 2023, five (5) bids from qualified contractors were received by the City of submitted a proposal in the amount of $18,000. (see attached bid and proposal) The total authorization amount of this TA is $2,747,778.32, which includes Veolia's 16.5% markup.

BID FORM
SEE ATTACHED "BID SCHEDULE"
A. Bidder's Lump Sum Cost Breakdown

1. For work to be performed for a lump sum price, the Bidder shall submit a price breakdown to the Construction Administrator prior to the first payment and within ten (10) calendar days after Notice to Proceed. The price breakdown, as revised and agreed upon by the Bidder and the Construction Administrator, shall be used for preparing future estimates for progress payments to the Bidder, or as the basis for evaluating and pricing change orders, and shall list the major items of work with a price fairly apportioned to each item.

2. The price breakdown shall be, generally, in the same format as the Contract specifications' divisions and subdivisions, with major items of work listed individually.

The price breakdown shall be by sewer pipeline items and shall include separate items for identifiable portions of the sewer pipeline system (including specific prices for different size items within the system), and other logical divisions of work. Measurable approximate quantities of work performed by the Bidder or its subcontractors shall be provided. For quantities that are the sum total of several individual quantities, backup summaries shall be provided which list the individual descriptions and quantities (for instance; excavation, dewatering, pipe installation, backfill, paving, etc.). These summaries then will be used I) to determine the quantities of work in place in subsequent progress payment requests and 2) as the basis for evaluating and pricing change orders.

3. The above is a statement of the intent of the Contract Documents to provide a moderate level of detail, acceptable to the Construction Administrator, to allow a fair and reasonable estimate to be made of the value of work installed. The detail of the price breakdown must be sufficient to provide timely processing of the monthly progress payment request.

4. The price breakdown will be subject to the approval of the Construction Administrator, and upon the request, the Bidder shall substantiate the price for any or all items and provide additional level of detail, including quantities of work and supplier's and subcontractor's written cost quotes. The price breakdown shall be sufficiently detailed to permit its use by the Construction Administrator as I) one of the bases for evaluating requests for payments and 2) as the basis for evaluating and pricing change orders. The Construction Administrator shall be the sole judge of the adequacy of the price breakdown.
