The Dornan Drive sanitary sewer force main needs to be replaced. There have been several sanitary sewer overflows (SSOs) from "breaks" in the force main over the past four (4) years. This resulted in reports required by both the State Water Quality Control Board and Baykeeper.
Due to the criticality of the Dornan Drive force main, staff is requesting emergency justification approval. The many repairs (approximately four this year) have been performed on the line due to age and condition of the existing sewer line. These pipeline failures have further weakened the sewer conveyance and it's very probable that more breaks will occur if the line is not replaced as soon as possible. Also, it is important to get this pipeline constructed before the next rainy season (due to the higher flows from the wet weather) and also prior to the activation of the Ferry Point Pump station. The new pump station may put additional stress on this struggling force main due to an expected higher working pressure. Staff hopes that the pipeline can be constructed in under four months to avoid the aforementioned critical path events.
The City requested bids from our pre-qualified contractor's list with the intent of taking the lowest bid to council later in July. The final design for the pipeline was not complete in time and therefore the bids were not ready to submit by the deadline(s) for the July 11th Council meeting.
Therefore, Council was not able to award the contract prior to or at the July 11th Council meeting.
Unfortunately, there was only one council meeting in July.
The City received bids from four (4) state licensed contractors and will review and award the contract to the lowest responsible bidder per City standards if the emergency justification is approved.

A photo is posted below to show just how devastating the breaks can be that occur on this line due the amount of pressure from the force main. The line is made of cast iron and the pressure from the force main broke the sanitary sewer line completely apart. This repair simply can't wait any longer before being addressed.
Emergency Justification Forms must be signed by the Procurement Services Manager before submission to the City Manager or City Council.
