Boorman Park Remediation and Revitalization Projects;
and AUTHORIZE the Director of Public Works to approve
change orders up to 10 percent of the construction costs, provided the award and change orders remain within the

DISCUSSION:
Boorman Park is a 3.3-acre park in the Coronado Neighborhood at 2799 Maine Avenue.
The park has fallen into disrepair and needs rehabilitation. Revitalizing the community park will provide numerous benefits, including improved quality of life, increased property values, community pride, and economic development. In 2019, City staff worked to identify and apply for grant opportunities to aid in the redevelopment effort.

Projects
Boorman Park Remediation Project
The Boorman Park Remediation Project aims to address soil contamination within the park. The project involves a comprehensive approach that includes investigation and assessment of the contamination, development of a tailored remediation strategy, implementation of remediation methods, validation and monitoring of results, and restoration of the site for safe reuse. This project is expected to remove or reduce soil contaminants to safe levels successfully, comply with regulatory requirements, protect human health and the environment, and restore the site to a usable condition. The remediation project is funded by General Capital Funds and the California Department of Transportation Clean California Local (Clean CA) Grant (See Attachment 3).
Boorman Park Revitalization Project
The Boorman Park Revitalization Project includes various improvements such as parking, tree planting, a basketball court, skate park elements, seating areas, multiple play areas, fitness equipment, picnic tables, a restroom, and a grass field.
The renovations are funded by General Capital Funds and the State of California Department of Parks and Recreation Statewide Park Development and Community Revitalization Program Prop 68 (Prop 68) Grant (See Attachment 2).
Project Funding Table
Project Uses Funding Sources Amount

Remediation
Design and Construction Clean CA $4.01M
Design and Construction General Capital $3.00M
Revitalization Design and Construction Prop 68 $4.17M
Design and Construction General Capital $1.50M
Total $12.68M
Schedule
The Remediation Project must be completed before the Revitalization Project. Ninyo and Moore Geotechnical and Environmental Sciences Consultants have served as designers for the Remediation Project, while CSW-Stuber-Stroeh Engineering Group has served as designers for the Revitalization Project. Mack5 Consultants has served as project manager and construction manager for both projects. Currently, both projects are in the design phase, with a projected completion of July 2024. After the design phase, the project will move into the bid and award phase between August 2024 to September 2024. Construction will begin in October 2024, with an anticipated completion date of June 2025.
June 25, 2024
The Clean CA grant requires that the park be fully constructed by June 2025. The two projects may be bid out together or separately; however, in consultation with staff, the City Manager will determine the most efficient approach.
Project Schedule Table
Project Phase Schedule
Design Complete July 2024
Bid August 2024
Award September 2024
Construction – Remediation October 2024 - December 2024 Construction – Revitalizaton January 2025 – June 2025
Close-Out July 2025 – December 2025
With the grant project deadline 12 months away and City Council set to recess, moving forward with the contracting process this summer is essential. Delaying the contracting process for the Boorman Park projects could result in missed grant deadlines, scheduling disruptions, and potential loss of funding.
Recommended Action
Staff requests City Council approval to authorize the City Manager to accept and award the construction bid(s) to the lowest responsive and responsible bidder(s) for the Boorman Park Site Remediation and Revitalization Projects and authorizing the Director of Public Works to approve change orders up to 10 percent of the construction costs, provided the award and change orders remain within the Council-approved FY 2024- 2025 budget (See Attachment 1). This authorization will ensure that the projects progress as scheduled and meet all necessary deadlines, maintaining the project's funding and delivery schedule.
