DISCUSSION:

On June 21, 2022, the City Council authorized an application for a Transformative Climate Communities (TCC) Round 4 Implementation Grant for the Richmond Rising project. The City’s proposal included five co-applicants, Groundwork Richmond, GRID Alternatives, Rich City Rides, Trust for Public Land (TPL), and Urban Tilth. On October 27, 2022, Richmond’s application was awarded a $35 million Transformative Climate Communities (TCC) Round 4 Implementation Grant by the California Strategic Growth Council (See Attachment 1). Richmond’s project titled Richmond Rising: Healthy, Connected, and Climate Strong focuses on projects serving the Iron Triangle, Santa Fe, and Coronado neighborhoods. The ten (10) key projects included in the Richmond Rising project are:

Subproject Lead: Urban Tilth

10. E-Bike Share: the project will bring 5 new bike share access points, 70 new E-bikes, and targeted outreach and engagement to the Project Area. – City Transportation Division will be the subproject lead.

Subproject Lead: City of Richmond – Transportation Division

In addition, the Richmond Rising project includes three Transformative Plans outlining Community Engagement, Workforce Development, and Displacement Avoidance policies and programs.

Workforce Development and Economic Opportunities Plan (WDEOP)

The WDEOP leverages existing and extensive City efforts in workforce development to train residents and connect them to green industry jobs, with a specific focus on undocumented residents since they are often excluded by federal funding programs. A cornerstone of the Workforce Development Plan is GRID Alternatives’ workforce training for competitive-wage jobs in the solar installation and electrician trades. There is growing demand for these types of jobs within the Bay Area and the implementation of the Resilient Homes for Healthy Communities project will directly require people with these skills to implement the project.

Youth workforce development is an overall focus of Richmond Rising, offering mentorship, training, skills building, credentials, and access to high-quality green jobs, including the Youth Fellows program, developed as part of the Community Engagement Plan. Workforce development is also directly integrated into the Bosque del Barrio, Orchard for All, and Basins of Relations projects, which train youth as part of project work.

This scope of work will support the development of a place-based workforce development strategy and implementation plan for the TCC target community, including desk research, informational interviews, and meetings with the existing Stakeholder Committee to understand the context, needs, and opportunities in the target community.

This will result in a set of research findings, emerging recommendations, development of an overall workforce development strategy, and identification of priority activities for the first year of implementation.

Summary of Selection Consultant Process

On March 25, 2023, the City of Richmond Community Development Department, released a Request for Proposals (RFP) seeking a consultant to develop a Place-Based Workforce Development Strategy and Implementation Plan for the TCC grant focused on the Iron Triangle, Santa Fe, and Coronado neighborhoods. The RFP was sent, , via email as an informal solicitation, to three consultants that have worked for the City in similar projects. No vendor responded to the RFP.

On April 24, 2023, the City of Richmond Community Development Department, reissued the RFP. The RFP was sent to the same three consultants via email as an informal solicitation. One of the three consultants, the Glen Price Group, responded to the RFP (See Attachment 2). The proposal received was reviewed by staff from Community Development and Employment and Training and found to meet the requirements of the RFP, including experience doing this type of work.

The consultant, The Glen Price Group (GPG), has experience supporting workforce development planning and fund development projects in the City of Richmond and beyond. For more than 10 years, GPG has worked with the City of Richmond Employment and Training (E&T) Department to secure state and federal funding to support a range of workforce development projects and initiatives. This includes grant awards from the YouthBuild, Workforce Accelerator, Dislocated Worker, Brownfields Job Training, and other grant programs. In addition, GPG has supported the development of the Richmond Workforce Development Board (WDB) Local Plan.

Therefore, staff is requesting Council approve a contract for $50,000, with the GPG, to support the creation of a Richmond Rising Place-Based Workforce Development Strategy and Implementation Plan (see Attachment 3). The contract would be funded using the TCC Implementation Grant.
