RECOMMENDED ACTION:

APPROVE a third amendment to the Cooperative
Personnel Services HR Consulting (CPS) contract to
amend the scope of services for the fiscal year 2023-24 Fire Promotional recruitments and training, and increase the payment limit by $200,000, for a new total contract amount not to exceed $639,080 – Human Resources
Department (Nickie Mastay/Sharrone Taylor 510-620-
6602).

DISCUSSION:

Cooperative Personnel Services HR Consulting (CPS) has a proven approach to recruitment and a team of highly qualified and experienced recruitment professionals.

They developed a comprehensive virtual social media marketing strategy for the Police Department and conducted successful Fire promotional recruitments. In addition, the Human Resources Department has partnered with CPS on various recruitments and is satisfied with their service and products.

The Human Resources Department proposes allocating funds to continue collaborating with CPS for promotional and open recruitments and training as needed. This amendment will increase the contract limit to accommodate:

Executive and Hard-To-Fill Recruitments
CPS has assisted with several high-level recruitments, such as the Deputy Director of Community Services- Library and Assistant City Attorneys. They have a tried-and-true approach and guarantee all of their placements for one (1) year. In addition, they created a successful virtual campaign for the Police Department that resulted in placements in the sworn and non-sworn vacancies. The City wishes to continue our agreement with CPS so that we continue to engage them for high-level and hard-to-fill vacancies.

Fire Promotional Vacancy Recruitments
Promotions are recurring in our sworn departments. As sworn personnel gain experience yearly, promotional requirements are necessary to maintain appropriate staffing levels. Additionally, regular and consistent promotional examinations allow the departments to fill positions when personnel retire. CPS's comprehensive examination process includes oversight of the examinations, development of practical exercises, assessment center examination content, candidate and assessor orientation, examination scoring, feedback reports, and candidate inquiry responses.

Training
CPS will provide training based on the needs of the workforce including proofreading and editing, customer service for public sector employees, and various technology-

related trainings. CPS has a comprehensive training catalog, and their offerings will be used to augment our current training curriculum with specialized training.

RECOMMENDATION:

The Human Resources staff recommends that the City Council approve the amendment to the CPS contract to increase the payment limit by $200,000 for a new not-to-exceed amount of $639,080 and extend the termination date by one year to a new termination date of June 30, 2026. The amendment will enable Human Resources to conduct Fire promotional recruitments, conduct high-level recruitments as needed, and provide specialized public sector training.
