RECOMMENDED ACTION:
APPROVE a three-year contract with Du-All Safety in the amount of $480,960 divided equally over the next three
fiscal years for the purpose of administering the City’s safety program - Human Resources Department (Nickie
Mastay/Sharrone Taylor 510-620-6602).
DISCUSSION:
In 2007, Du-All Safety, LLC was chosen to conduct a thorough safety audit of City facilities and work practices and to establish a city-wide safety program. Since then, Du- All Safety, LLC has been responsible for safety administration consultation for the City of Richmond. Their contract is set to expire on June 30, 2024. In May 2024, staff issued a request for proposals (RFP) using the bids-on-line system and received a proposal from only the current provider, Du-All Safety, LLC.
The safety program requires services such as organizing and leading monthly City-wide Safety Committee meetings, conducting safety inspections at city facilities on a quarterly, semi-annual, or annual basis as required, assisting departments with new safety concerns, and providing monthly safety training on various topics including hazardous waste handling, confined space procedures, lockout/tagout protocols, hot work and welding safety, bloodborne pathogens, emergency evacuations, driver safety, fall protection, illness and injury prevention plans, first aid/CPR/AED, hearing conservation, respiratory protection, traffic control safety, powered personnel lifts, scaffold safety, and any other emerging safety training needs.
The City currently receives around 80 hours of monthly safety consulting services. The proposer has submitted fees at a fixed hourly rate of $167, which are guaranteed for the next three years.
Fiscal Year Hourly Rate Hours per Year @

FY 24/25 $167.00 960 $160,320

Consultant Proposal Evaluation:
Du-All Safety, LLC is the current safety consultant for the City of Richmond. The firm is well-versed in the City’s safety programs and has a well-established working relationship with City departments, managers, and supervisors. The safety consultant

located in Northern California has a good relationship with employees and directly receives calls from them regarding safety issues or concerns, which helps resolve employee safety concerns without having to file complaints with CalOSHA. Risk Management staff are kept informed to ensure City responsiveness to raised issues.
Proximity to the City:
Du-All Safety, LLC’s office headquarters is in Fremont, serving as the base from which the safety staff coordinates their services. When specialized safety issues arise, a consultant with expertise in the needed area is dispatched to Richmond within 24 hours.
The City has access to all Du-All Safety, LLC staff, most of whom are specialized experts in specific areas, which leads to time and cost savings as the City would not have to find such a trainer or expert when needed.
Training:
Du-All Safety, LLC provides vital and mandatory safety training, such as training for common injuries, CPR, and AED. Additionally, the company is currently working on developing the City’s Workplace Violence Prevention Program, which is required by law.
Once the program and policy are in place, they will also conduct city-wide training.
Staff Recommendation:
Based upon the staff’s review of the proposal, it is recommended that a contract with Du-All Safety, LLC be awarded.
