ISSUE:
A contract with Century Group to provide recruitment
services and temporary staffing
RECOMMENDED ACTION:
APPROVE a contract with the Century Group for
recruitment and temporary staffing services for the term of July 2, 2024, through June 30, 2025, in an amount not to exceed $100,000 – Human Resources Department

The Finance and Human Resources departments play pivotal roles in the overall operations of the City of Richmond, requiring staff who are not only skilled but also adaptable to the dynamic public sector environment. There are significant challenges in filling these positions stem from a combination of factors, including the specialized nature of the roles, competition with private sector salaries, and the appeal of working in the public sector. The Century Group's expertise in these domains means they can understand and meet these challenges head-on.
The Century Group specializes in recruiting Finance and Human Resources professionals, enabling them to identify and attract candidates who meet the City's needs. Their established network and proactive recruitment strategies provide access to a vast pool of candidates, including those who may not be actively seeking new opportunities but are open to the right offer. Their experience in these sectors allows for a streamlined recruitment process, reducing the hiring time and enabling the City to fill positions more quickly and effectively. The City has the immediate need to recruit a Risk Manager after the recent retirement of the City’s Risk Manager. The Century Group has been responsive to sourcing highly qualified candidates interested in working for the City of Richmond. Due to their Finance and Human Resources expertise, The Century Group has been deemed a Sole Source to provide recruitment and staffing services for these critical and hard-to-fill positions.
The Century Group’s expertise and resources will significantly benefit the City by ensuring that critical positions, such as the Risk Manager, are filled with qualified candidates in a timely manner. This will support the continued effective operation of City services, reduce the duration of vacant positions, and minimize the administrative burden on City staff.
