DISCUSSION:
Each fiscal year, the City of Richmond Public Works Department is required to pay fees based on various regulatory permits, membership dues, and joint powers agreements with multiple agencies. These obligations are detailed below:
Contra Costa County:
North Richmond Storm Drain Pump Station
Clean Water Program (Municipal Regional Permit)
California State Water Resources Control Board:
July 2, 2024
Wastewater Treatment Plant National Pollutant Discharge Elimination System (NPDES)
City of Richmond Stormwater NPDES Permit
Sanitary Sewer Overflow Waste Discharge Requirement (WDR) Permit Other Agencies:
West County Agency (WCA) – Joint Powers Agreement (JPA) Stege Sanitary District Sewer Use Fees
Caltrans (maintenance of streetlights/traffic signals) West Contra Costa Transportation Advisory Committee (WCCTAC) Contra Costa Transportation Advisory Committee (CCTAC) The fees charged by these agencies are based on resolutions, memoranda of understanding, membership fees, and/or federal or state regulations.
The West County Agency (WCA) is a Joint Powers Agreement (JPA) between the City of Richmond and the West County Wastewater District. The budget for the JPA is voted on in June each year for the following fiscal year.
The West Contra Costa Transportation Advisory Committee (WCCTAC) is one of four Regional Transportation Planning Committees in Contra Costa County. In addition to managing revenues from Measures C and J, WCCTAC administers the Sub-regional Transportation Mitigation Fee Program (STMP) and participates in defining and implementing policies, programs, and projects to improve local and regional transportation and air quality. WCCTAC is governed by a Joint Exercise of Powers Agreement between the following member agencies: the cities of El Cerrito, Hercules, Pinole, Richmond, San Pablo; Contra Costa County; and the transit providers AC Transit, BART, and WestCAT. WCCTAC operates an annual budget from July 1st to June 30th, with revenues derived from dues paid by member agencies as well as from numerous reimbursable grants. Additionally, the STMP collects impact fees from development projects built in the West County Region.
To improve administrative efficiency, staff is requesting that the City Council adopt a resolution authorizing the City Manager to execute specific contracts listed in the resolution based on the budgets adopted by the governing boards and bodies of the above-listed agencies each fiscal year.
