DISCUSSION:
On January 31, 2022, City of Richmond staff applied for the Clean California Local Grant Program. On May 17, 2022, the City was notified of the grant award. One of the projects funded by the grant was related to encampments and the unhoused. The City Council approved awarding this project to Rebuilding Together East Bay-North on October 18, 2022.
Rebuilding Together East Bay-North acted as the fiscal sponsor for Safe Organized Spaces Richmond who did not qualify at that time to enter into the agreement but was qualified to do the work. Since then, Safe Organized Spaces Richmond has become a 501(c)(3). A dispute between Safe Organized Spaces Richmond and Rebuilding Together East Bay-North arose and they were no longer able to work together. Although Safe Organized Spaces Richmond was providing some services, the dispute between those two parties hampered the City’s ability to administer the grant. The parties all desire to streamline the process and propose the City enter into an agreement with Safe Organized Spaces Richmond directly. The agreement with Rebuilding Together East Bay-North will be terminated. The City has obtained a grant extension for this work which will allow work to continue until the end of this calendar year to the extent there are funds available.
Under the proposed agreement with Safe Organized Spaces Richmond, they will employ unhoused individuals for illegal dumping mitigation, provide housing support services for encampment residents, and provide supportive wellness services for encampment residents.
