DISCUSSION:

Midwest Tape, LLC is the sole proprietary owner of the Hoopla service, which provides Library patrons with access to a library of e-books, audiobooks, movies, and television shows on a monthly credits-per-user basis. The Library determines the number of monthly credits available to patrons.

The Library has been contracting with Midwest Tape, LLC on a year-to-year basis for Hoopla access since 2021. Since 2021, Hoopla checkouts by Richmond Library cardholders have increased from 234 in Fiscal Year 2020-21 to 2,242 to date in Fiscal Year 2023-24. The Library remains committed to providing this convenient, all-ages service as use and interest continues to increase.

As the Hoopla service has seen increased usage among patrons, the Library is seeking to contract with Midwest Tape, LLC for three years for an amount not to exceed $30,000, with an annual amount of $10,000.
