DISCUSSION:
The City Council will be on recess from July 3, 2024, to September 2, 2024. During this period, it is crucial to proceed with the bid and award process for the Traffic Calming 18 Locations Project to start construction this summer. The agreed project deadline for completion for the high-priority traffic calming improvements is December 2024.
The Traffic Calming 18 Locations Project aims to improve safety and enhance the pedestrian experience across various high-priority locations in the City of Richmond.
This project is based on the Traffic Safety Implementation Strategy presented by Fehr and Peers, which identified top locations needing traffic calming measures. These measures are designed to deter sideshows, enhance safety in Equity Priority Communities, address areas on the High Injury Network, and align with the Bicycle Master Plan and Pedestrian Plan Key Corridors.
The project includes the development of quick-build concepts, detailed design, and construction of various traffic calming features such as speed humps, curb extensions, pedestrian refuge islands, and enhanced crosswalks. The targeted locations have been prioritized based on stakeholder requests, safety data, and the need for immediate intervention to improve traffic safety and pedestrian comfort.
Delaying the bid and award process for the Traffic Calming 18 Locations Project will impact project completion for December 2024. Given the project's significance to community safety and the tight timeline, it is essential to move forward with the contracting process during the Council recess.
Staff requests the Council adopt a resolution to authorize the City Manager to award bids and execute contracts with the lowest responsive and responsible bidder for the Traffic Calming 18 Locations Project, up to the budgeted amount of $1.6 million.
Additionally, staff requests that the Director of Public Works be authorized to approve change orders up to 10% of the construction costs, provided that such change orders fit within the project budget. This authorization will ensure that the project progresses as scheduled and meets all necessary deadlines, maintaining the project's funding and delivery schedule.
