AGENDA
REPORT
July 2, 2024
As part of the Civic Center retrofit in 2009, Contra Costa Electric participated in the installation of the City’s backup generator in support of the 440 and 450 Civic Center Plaza buildings. This backup generator manages and supports sustainable power during a power outage, including the City’s essential technology-related equipment. The current backup generator transfer switch has experienced multiple failures and requires repair and maintenance. Without this work, the City’s technology infrastructure is at risk of failure.
Due to unplanned Pacific Gas and Electric power outages, the City of Richmond’s technology infrastructure has been exposed to great risk. Current technology equipment can be damaged during a power outage, which, due to supply chain demands for replacement equipment, could cause long-term outages, including equipment in support of public safety operations.
In 2023, the City Council approved a sole-source contract with Contra Costa Electric to perform emergency repair and maintenance of the City Hall backup generator transfer switch; however, that contract has expired. Phase 1 of the original scope of work was completed. Staff recommends contracting with Contra Costa Electric to complete Phase 2 and Phase 3 of the original scope of work (totaling $24,000), with a 20% contingency ($4,800) for a total potential not-to-exceed contract amount of $28,800.
