DISCUSSION:

In 2021, the Human Resources Department requested to engage four entities to assist with facilitation, conflict resolution, consultation, and training. Since then, the Human Resources Department has implemented contracts with Municipal Resources Group and Peer Advocates. They are actively working on or slated to start facilitation services with several City departments. In partnership with these agencies, the City has addressed internal issues and provided training and mentorship. Last year, on February 21, 2023, City Council granted an extension of time and increased the payment limit to $200,000 per contract.

Throughout the past year, the City has seen significant advantages from the collaborative efforts of MRG and Peer Advocates in workforce development. They are assisting with very important projects, including the establishment of the Transportation Division within the Public Works Department.

These entities have been vital in the City of Richmond, sustaining the strides made in enhancing employee relations. This involves a focus on enhancing communication and fostering positive interpersonal relationships within several customer-facing departments, which are consistently required to deliver exemplary service to the public on a daily basis.

The Human Resources Department would like to continue our partnership with these well-qualified agencies and to continue this vital work to bring about a positive and permanent City-wide cultural shift. Therefore, we request contract amendments to increase the payment limits for each contract. The contracts will be as-needed and for a total amount not to exceed $300,000 per contract.
