DISCUSSION:
The Community Crisis Response Program (CCRP) seeks approval for a sole-source contract with The National Institute for Criminal Justice Reform (NICJR) for six-month term from the period from October 1, 2024, to March 31, 2025. Additional information about CCRP can be found at https://www.ci.richmond.ca.us/4705/Community-Crisis- Response-Program.
The NICJR will provide the CCRP data collection, management and data visualization services, and support to the CCRP Manager. CCRP is closely connected with the City’s Office of Neighborhood Safety (ONS) and currently sits under the leadership of the Deputy Director of Community Services – ONS. Due to this connection and the extensive knowledge NICJR has in the realm of violence prevention work, the NICJR will support the overarching implementation goals for CCRP. The NICJR will provide specific tools to alleviate and better track significant data that will support and provide specific metrics to aid program development.
The NICJR is a non-profit that works to reduce incarceration and violence, improve the outcomes of system-involved youth and adults, and increase the capacity and expertise of the organizations that serve these individuals. NICJR provides technical assistance, consulting, research, organizational development, and advocacy in the fields of juvenile and criminal justice, youth development, and violence prevention. City staff believe this partnership and the data collection, management and data visualization services provided by NICJR will help with the continued successful implementation of the Community Crisis Response Program.
