ACTION:
STATEMENT OF THE
ISSUE:
Breathing air compressors are essential components of
every fire department’s self-contained breathing
apparatus (SCBA) systems. SCBA provides respiratory
protection to firefighters in firefighting operations and hazardous environments. Regular maintenance and
timely servicing are crucial to ensure that these
compressors function efficiently and safely.
RECOMMENDED ACTION:
APPROVE a sole-source contract with Bauer
Compressors, Inc for preventative maintenance and
repair of the Fire Department’s self-contained breathing apparatus systems in an amount not to exceed $30,000,
for a three-year term effective September 11, 2024,

DISCUSSION:
Breathing air compressors are essential components of every fire department’s self- contained breathing apparatus (SCBA) systems. These compressors are used to refill the air on SCBA bottles which are part of firefighters’ personal protective equipment.
The Richmond Fire Department (Department) is seeking to enter into a contract with Bauer Compressors, Inc. to provide preventative maintenance and repairs to the department’s breathing high-pressure breathing air compressor systems.
The Department has two breathing air products and high-pressure breathing air compressor systems used for refilling SCBA bottles. The air compressor system located at Station 61 is a mobile breathing air compressor, model NMOK22.42, installed on a breathing support apparatus. This mobile air compressor system is dispatched to incidents when firefighters need to refill their SCBA bottles during emergencies. The air compressor system located at Station 68 is a stationary breathing air compressor, model Unicus 4/13H-EI, also used to refill SCBA bottles.
The Department seeks City Council approval of a sole-source contract with Bauer Compressors, Inc. for preventative maintenance and repair of the Fire Department’s self-contained breathing apparatus systems. The division of Bauer Compressors, Inc., located in Livermore, California, is the only company in the Bay Area qualified to work on our systems. The two other certified vendors in California are located in Anaheim and San Diego. Due to performance risks and safety considerations, it is crucial to work with vendors located in the Bay Area should emergency services be required.
Regular maintenance and timely servicing are critical to the safety and functionality of these compressors. The air compressor systems have specific respiratory protection standards required by Occupational Safety and Health Agency (OSHA). The service contract for the Department’s air compressors is vital for maintaining our SCBA systems and ensuring that the bottles are refilled with breathable air.
