DISCUSSION:
On April 16, 2024, City Council approved a construction agreement with W.R. Forde and Associates, Inc. in the amount of $286,750 for improvements and maintenance at the Point Potrero Marine Terminal (PPMT). This work included pavement rehabilitation, repairs for water leaks, and traffic calming measures to promote safety in the Port. During the initial kickoff meeting of the project, the Port identified additional work that should be completed under the existing contract. A summary includes the following critical items to be added:
Addition of traffic calming features including asphalt berms and bollards to further restrict illicit activities.
Additional piping improvements within the historical graving basins to reduce the potential risk of leaks.
Replacement of fire water piping to the SS Red Oak Victory Ship as directed by the Richmond Fire Department.
Additional asphalt repairs within PPMT and Canal Boulevard to facilitate application of slurry seal, which if approved by Council, would occur in Fiscal Year 2025/26.
The Port believes this is the most expeditious and cost -effective means to complete this work as the contractor is on site with equipment, workforce, and is familiar with the conditions. The Port proposes to complete this work using the unit prices included in the existing scope contract. For those items not included in the existing contract, the Port is requesting W.R. Forde and Associates to complete the work based on time and materials.
The total request for this additional work is $120,000. If approved, this work would be completed by October 2024.
ENVIRONMENTAL REVIEW:
As this is repair and maintenance work, the project is exempt from the California Environmental Quality Act.
