Council Report July & August 2024
Mayor Martinez, Council and Community,
The attached documents provide the statistical data related to crime for July and August. In addition to the crime statistics, you will also find statistical information related to our use of the FLOCK camera system as well as data related to our Shotspotter gun detection system. This information includes the number of cases in which the License Plate Reader (LPR) cameras have assisted over the past year and the gun shot detection over the past month. It should be noted that not all areas of the city have Shotspotter technology so the information captured is relative to the locations of the equipment.
In the attached documents you will see that robberies have increased over the past month. There does not appear to be a link in many of the robberies reported as there are different modus operand’s and the robberies are happening in various locations across the city. There was a slight decrease in property crimes with less reports of burglaries and vehicles thefts. Officers recovered 40 firearms during over the past two months and handles nearly 50 driving under the influence arrests.
Additionally, I would like to highlight a few significant cases that occurred over the past month.
Homicide – 8/6 – 1300 Block of Lincoln Ave
Officers responded to a report of a shooting at the location. Officers located a male who had been shot once inside the residence. Despite life-saving measures, the victim succumbed to his injuries. Officers took another resident into custody at the scene, who was still armed with the firearm used in the homicide. Investigators responded and ultimately obtained a filing against the suspect for murder.
This was the 10th homicide of the year. Seven out of the ten homicides are solved and the remaining three continue to be investigated.
Gun arrest – 8/8 – 500 blk of 16th St
Officers responded to reports of two subjects sitting in a vehicle with an assault rifle and taking pictures with it. The vehicle left before officers arrived on the scene, but officers were able to locate it on 13th St near Portola, where a felony stop was conducted. Two 3D printed rifles were recovered from the vehicle, and both occupants were arrested.
Wire Theft Arrest – Hall Ave / Harbour Way South
Officers responded for a report of a wire theft in progress. The reporting person provided a description of the suspect and officers located the him walking in the area. They confirmed wires freshly cut and bolt cutters left at the scene. The suspect was positively
identified by the reporting person. The suspect was arrested and was also found to be in possession of illegal narcotics.
Two hours later, officers responded back to the location for a nother report of wire theft.
This suspect was trying to take the remaining cut wire off the pole left from the previous theft. Officers located a possible suspect but could not confirm his involvement. He did however, have warrants and was in possession of illegal narcotics. The suspect was taken into custody and booked into the RPD holding facility.
Mental Illness/Firearm Brandishing/Swat call – 500 block of 2nd St
Officers responded to a report of a neighbor standing on his porch with a firearm who was aiming it at people passing by. Officers located the su bject on the porch, and he had a firearm in his hand. The subject entered and exited his residence several times while armed with the firearm. Officers attempted crisis negotiations but the subject failed to comply. Officers attempted to de-escalate by leaving the area, however the subject came back out with the firearm. A SWAT call was initiated, and the subject was ultimately taken into custody after chemical agents were introduced into the residence. The firearm was determined to be a replica.
Wire theft / death – South 2nd near I-580
Officers responded to sounds of an explosion and subjects running from a manhole cover. Officers located a deceased male in the underground vault along with standing water and exposed electrical wires. Cut electrical wires were located outside the manhole cover. It took 12 hours to recover the deceased person from the manhole. It appears two suspects fled, and all involved were stealing wire.
Commercial Burglary – 000 block of 18th St
Officers responded to a commercial burglary in progress with 10-15 suspects on scene armed with rifles. Officers arrived and confirmed a burglary was committed. They pursued a vehicle fleeing the area. The pursuit went into Oakland, where four occupants attempted to flee on foot. All four were taken into custody. Officers determined the location was an illegal marijuana grow operation. Public Works secured the building.
A short time later, officers returned and determined that the location had been broken into again. Several suspects were seen inside, and an additional two suspects were arrested.
