AGENDA
REPORT

DISCUSSION:
Police Department staff endeavors to maintain the industry standard for ballistic shields utilized by the Patrol Division in order to reduce injury to the public and police officers during incidents involving gun violence. These ballistic shields would be placed in all patrol supervisors’ vehicles and would be readily available for deployment by patrol officers should any incident involving gun violence require the use of a ballistic shield to facilitate the preservation of life.
From June 2024 – July 2024, the Police Department issued a request for quotes for ballistic safety equipment from tactical safety equipment providers. Three prospective vendors LC Action Police Supply, Hardwire LLC, and Galls were contacted, and the three perspective vendors submitted purchase quotations of $47,718.42; $59,802.78; and $48,182.59, respectively.
Following staff’s review of the purchase quotes received, LC Action Police Supply was selected as it was determined to have provided the lowest purchase quote.
Additionally, staff confirmed that LC Action Police Supply has the items in stock and is prepared to deliver the items in a timely manner.
Police Department staff will utilize grant funds allocated by the 2022 Edward Byrne Justice Assistance Grant to complete this purchase; no General Fund money will be used. The Edward Byrne Justice Assistance Grant was awarded to the Contra Costa Sheriff’s Office who sub awards grant funding to the Richmond, Antioch, and Concord Police Departments. The grant funds are federally awarded and are to be used to supplement Police Department purchases including the purchases of equipment used for officer safety. The Justice Assistance Grant 2022 totals $80,619, and has a usable term from October 1, 2022, through September 30, 2025.
