DISCUSSION:

The Workforce Investment Act (previously known as the Workforce Innovations & Opportunity Act or WIOA) authorizes the expenditure of federal funds for workforce development programs in designated Local Areas. The State of California has designated the City of Richmond as a Local Area. The Richmond Workforce Development Board (Board) was established to provide policy guidance and oversight of the workforce development system for the City of Richmond.

The Board’s membership consists of nineteen (19) members. On November 3, 2015, the City Council approved Resolution 107-15 renaming the Richmond Workforce Investment Board to the Richmond Workforce Development Board (Board), and to establish the Board’s bylaws (Attachment 1).

The Board nominated an ad hoc committee to review and update the bylaws to reflect the Board’s current roles, responsibilities, and direction. The updated bylaws will also help keep the Board aligned with its Local Plan Agreement, approved by the State of California Workforce Association.

On September 14, 2023, the Board discussed and approved proposed amendments to the bylaws (Attachments 2). The bylaw amendments included changes to the following sections:
 Article I – Name and Purpose
 Article II – Duties and Responsibilities
 Article III – Membership and Meetings
 Article IV – Conditions of Service
 Article V – Officers
 Article VI – Committees
 Article VII – Staff Support
