AGENDA
REPORT
October 22, 2024
Department (Charles Gerard 510-829-2253/Lizeht
Zepeda 510-620-6653).
DISCUSSION:
Background
Henry J. Kaiser developed four shipyards in Richmond between 1941 and 1942 that employed thousands who constructed more than 747 vessels during World War II.
Shipyard Number 3 became the Point Potrero Marine Terminal (PPMT). It houses several key infrastructure components including wharfs, graving basins and piers.
These facilities are critical to the Port’s current and future operational capabilities.
These structures require a comprehensive assessment to evaluate their current physical condition for safety, waterfront industrial capacity, and potential for rehabilitation and restoration with the goal of establishing budgets and priorities to sustain and expand operations for long-term use.
Procurement and Selection Review
A Request for Proposal (RFP) was issued on August 1, 2024, outlining the scope of work, evaluation criteria, and submission deadlines (Attachment 2). The RFP was viewed by a wide range of qualified vendors, including those who specialize in marine engineering and restoration of historical waterfront facilities. On August 12, 2024, the Port held a meeting with potential vendors and toured the PPMT areas to be covered within the assessment. Vendors attending this meeting included:
Moffatt and Nichol
AME Engineering
PCI Construction
Shannon & Wilson Geotech
ENGEO
Liftech
AECOM
COWI
The Port received two (2) proposals as follows between August 20, 2024, and August 23, 2024 (Attachment 3 and 4).
Contractor Name / Sub-contractor Name Location Bid Value Moffatt and Nichol
ENGEO
Tourney Consulting
Oakland, CA $245,000
Liftech
ENGEO
Power Engineering Construction Co.
Oakland, CA $223,645
Following a review of the proposals and presentations provided by each vendor, the Port staff found both vendors were very well positioned to undertake this work, and that each vendor had unique qualifications related to specific facilities. The scoring process by the evaluation team had both proposals score equivalently (Attachment 6). Moffatt

and Nichol had stronger credentials and capabilities related to evaluation of the graving basins and piers, including experience with World War II era graving basins. Moffat and Nichol are a larger organization that can call on experts from across the country as needed. Liftech is a smaller local company that has done significant work throughout the Bay Area on facilities very similar to the wharfs at PPMT. These wharfs front the Harbor Channel and the Point Potrero Turn and the wharf supporting the Auto Warehousing Company (AWC) Roll-On and Roll-Off (RoRo) operations. Liftech was also the prime contractor in the Honda Port of Entry rehabilitation project work for Berths 7 and 8 in support of the significant project that took place between 2008 and 2010. As a result, Liftech is particularly well suited to re-evaluate these wharf areas and provide assessment on condition and rehabilitation requirements.
Given the unique strengths of these two organizations, the Port Director sent a letter to both vendors on September 13, 2024, requesting that they work together on a joint proposal to the Port to complete the scope of work requested in the RFP. It is important to note that these two companies have successfully worked together and have completed joint projects at other ports within the Bay Area.
On September 20, 2024, Moffatt and Nichol submitted a revised proposal that incorporates a collaborative effort between Moffatt and Nichol and Liftech (Attachment 5). Moffatt and Nichol will serve as the primary contractor and will work with Liftech as well as ENGEO and Power Engineering as subcontractors for this effort (Attachment 1.
Moffatt and Nichol will lead the evaluation of the graving basins and the finger piers, and they will be responsible for overall project management and reporting. Liftech will lead the evaluation of the wharfs at Berths 5-8.
Next Steps
Given, City Council approval City Staff will initiate contract process for a total not-to- exceed-amount of $259,000 with Moffatt and Nichol. The Port will add a contingency of $25,000 for a total contract value of $284,000. The additional funding for this project will be transferred from the Port Fund.
Upon Notice to Proceed, the project is expected to take 5 months to complete. If Notice to Proceed is provided in November 2024, the target completion date for the project is expected to be April 2025.
