RFP - Point Potrero Marine Terminal Ocean-Going Vessel at Berth Regulation
REQUEST FOR PROPOSAL
POINT POTRERO MARINE TERMINAL OCEAN-GOING VESSEL AT BERTH REGULATION
Background
As a department of the City of Richmond, t he Port is seeking interested parties to support compliance with the California Air Resource’s Board (CARB) 2020 At Berth Regulations for vessels that visit the Point Potrero Marine Terminal as shown in Figure
1. These regulations become effective at the Port on January 1, 2025, for roll-on-off vessels, and aim to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) from vessel auxiliary engines at berth . The Port seeks a vendor to provide CARB Approved Emission Control Strategy (CAECS) for visiting vessels.
Point Potrero Marine Terminal
The Point Potrero Marine Terminal (PPMT) is the former Historic Shipyard Number 3 developed to construct Liberty and Victory Ships during World War II. PPMT has several tenants with the majority of the site occupied by Auto Warehousing Company (AWC). AWC imports automobiles from Japan and China. AWC generally receives about 80 vessels per year. Each vessel remains at PPMT for about 24 hours. The actual number of vessels calling the facility depends upon vehicle market demand.
The PPMT has two berths entitled, numbers 7 and 8 as shown in Figure 2, which are located along the east side of the facility that occupy a total length of about 1560 feet. The depth of water at the terminal s is about 34 feet at mean lower low water. Each terminal is capable of receiving a standard roll -on/off (RO- RO) vessel, but there are segments of the dock that are in poor condition, which require the Port to specifically designate areas that are rated for vehicle traffic using a HS20-44 distribution.
Compliance Strategy
The Port is currently working on development of a high voltage shore connection (HVSC) system in conformance to the IEC/IEEE CDV 80005 -1 “Utility Connections in Port .” However, this will not be complete until 2027. Thus, the Port seeks a n interim compliance strategy which could include a land or water-based bonnet system capable of harvesting, storing, and treating vessel emissions. The Port expects this system to be in place from January 2025 to December 2027 as a minimum duration.
The Port seeks a vendor to provide all equipment, labor, and materials to comply with CARB’s requirements.

Anticipated Operational Terms
The Port will not be fully funding a CAECS solution to serve the Port of Richmond, which includes both the public and private terminals. Rather, the Port seeks to partner with a private firm to deploy a near term CAECS solution. The Port may agree to pay a reasonable fee to offset the selected vendor’s capital costs to deploy the solution for Richmond’s public and private terminals. Once deployed, the Port expects that the CAECS provider will be engaging directly with the Shipping Lines that call the Port of Richmond to pay for services.
The Port notes that the selected vendor will be granted exclusive rights to serve the publicly owned terminals. The vendor shall allow the Port or its authorized representative the right to audit its performance related to emissions management during the duration of the engagement.
