March 25, 2024

Dear Ms. Curl,

This letter is an invitation to the City of Richmond to participate in the Green Empowerment Zone (GEZ) for the Northern Waterfront Area of the County of Contra Costa as established by Assembly Bill 844.

The geography of the GEZ extends to the territories of the cities of Antioch, Benicia, Brentwood, Concord, Hercules, Martinez, Oakley, Pittsburg, and Vallejo, and the unincorporated areas of the County of Contra Costa north of State Highway 4. The board of directors may, by majority vote, change the geography of the Green Empowerment Zone. On February 16, 2024, the Green Empowerment Zone Board of Directors voted to change the geography of the Green Empowerment Zone to include the City of Richmond.

The purpose of the Green Empowerment Zone is to build upon the comparative advantage provided by the regional concentration of highly skilled energy industry workers by prioritizing access to tax incentives, grants, loan programs, workforce training programs, and private investment in the renewable energy sector.

Please direct a copy of your adopted resolution expressing your intent to participate in the GEZ with the name of the appointed representative to participate in the Governing Board to Alyson Greenlee, [email protected]
. If you have any questions, please call 925-655-
2783.

Sincerely,

John Gioia
District 1
Board of Supervisors
